Notice of Public Hearing

NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that on Tuesday, July 17, 2018 at 6:30 p.m. at the Hubbard City Hall, 3720 Second Street in Hubbard, the Hubbard Planning Commission will conduct a public hearing to review two proposed text amendments to the Hubbard Development Code, file # LA 2017-01 and #LA 2018-01. And NOTICE IS HEREBY GIVEN that on Tuesday, August 14th, 2018 at 7:00 p.m. at the Hubbard City Hall, 3720 Second Street in Hubbard, the Hubbard City Council will conduct a public hearing to review two proposed text amendments to the Hubbard Development Code, file # LA 2017-01 and #LA 2018-01. Summary of Proposed Code Amendments: — File #LA 2017-01 is a package of code clean-ups to provide definitions consistent with the updated Oregon Revised Statutes, correct section titles, resolve conflicting standards, fix grammatical errors, and correct section reference numbers, among others. — File #LA 2018-01 is a package of code language which brings the City of Hubbard into compliance with Oregon Senate Bill 1051 which requires accessory dwelling units (ADUs) to be allowed in all zones where detached single-family homes are allowed subject to local siting and development standards, as well as to allow places of worship to develop housing with an affordable housing provision, when located in residential zones. Text Amendments to the Hubbard Development Code are analyzed for compliance with HDC Section 3.102, the Hubbard Comprehensive Plan, and the Oregon Statewide Planning Goals. Text Amendments to the Hubbard Development Code are Type III actions; a quasi-judicial process in which the City Council applies a mix of objective and subjective standards. The Planning Commission has an advisory role. Public notice is provided, and public hearings are held at the Planning Commission and City Council. Persons wishing to participate in the public hearing may appear in person or by representative at the dates and times listed above. Written comments may also be submitted by delivering them to 3720 Second Street in Hubbard, or by mailing information to PO Box 380, Hubbard, OR 97032, received by 4:00 p.m. on the date of the public hearing. A copy of proposed amendments will be available for inspection one week prior to the public hearing at no cost, or may be purchased at a reasonable cost.
