Clackamas County intends to amend its 2017-2021 Consolidated Plan in the following manner: Program Year 2017-2018 (2017 Action Plan) Program Year 2018-2019 (2018 Action Plan)

Clackamas County intends to amend its 2017-2021 Consolidated Plan in the following manner: Program Year 2017-2018 (2017 Action Plan) Transfer of $150,000 of Neighborhood Stabilization Program (NSP) program income into the CDBG program as 2017 program income. The NSP is being closed by HUD, and all NSP program income accumulated by local jurisdictions will be transferred into the local CDBG program as CDBG program income. It was originally planned that the full amount available would be transferred into the CDBG local account in PY 2017. However, the NSP program income transfer process is occurring at the end of PY 2017 and jurisdictions have been given the opportunity to allocate its NSP PI between PY 2017 and PY 2018. Clackamas County will transfer $150,000 of NSP1 PI in PY 2017. The balance of the NSP1 PI and all of NSP2 PI will be transferred to PY 2018. Arbor Terrace Rehabilitation: This project is a new project for 2017. An initial allocation of $50,000 of Community Development Block Grant funds for this project will be used for rehabilitation of roofing, doors and windows at existing affordable apartments in Molalla, Oregon. The initial recommended grant funding amount for 2017 will be increased by $100,000 for total funding of $150,000. Program Year 2018-2019 (2018 Action Plan) N. Pine Pedestrian and Street Improvements (2018/0004). This project is cancelled. The project was to construct sidewalks on both sides of the street, drainage and street improvements on North Pine between NE 10th Ave and NE 8th Ave in Canby, Oregon. The City of Canby has declined the grant for this project because other city projects have taken priority. The $220,000 of Community Development Block Grant funds for this project will be re-programed to support other CDBG projects. Head Start Classrooms: Funding to increase capacity to serve from 40 to 60 additional Head Start children and their families by completing construction at the River Road location in Jennings Lodge. Completion of this project will add one classroom and free up another to serve at risk young children. The initial CDBG award was for $250,000. An additional $100,000 of CDBG funds will be added to this project for a total award of $350,000. Transfer of $348,015 Neighborhood Stabilization Program (NSP) program income into the CDBG program as PY 2018 program income. Clackamas County will transfer $100,434 of NSP1 PI and $247,581 of NSP2 PI to the CDBG program for PY 2018. The additional funds will support the Housing Rehabilitation Program and the Rosewood Terrace Project.
