DOUGLAS COUNTY, OREGON DOUGLAS COUNTY PARKS DEPARTMENT WINDY COVE CAMPGROUND – LOOP B PAVING WINCHESTER BAY Bids due: March 26, 2019 @ 2:00 pm INVITATION TO BID BID # 148 Sealed bids for the Project described herein will be received by the Douglas County Board of Commissioners, 1036 SE Douglas Avenue, Courthouse Room 217, Roseburg, Oregon 97470, until 2:00 PM, on March 26, 2019. Bids will be publicly opened and read at 9:00 AM, on March 27, 2019, during a regularly scheduled Board of Commissioners meeting. Bids shall be accompanied by a certified check, cashier’s check, irrevocable letter of credit or Bid Bond in an amount equal to ten percent (10%) of the total amount of the bid. All bidders must submit a list of their first-tier subcontractors. Bids received after the due date and time will not be considered. Bids may not be withdrawn after the time set for opening. This project consists of, but is not limited to, the following: Installation of 40 parking stall extensions and associated parking site amenities. Bidders must view and obtain solicitation documents from the Douglas County Bid Documents Website: http://www.co.douglas.or.us/B id_Documents. Specifications for the Project may also be viewed at the Douglas County Parks Department, 1036 SE Douglas Avenue, Justice Building Room 116, Roseburg, Oregon 97470. Bidders are not required to submit a prequalification application. The Board of Commissioners will not consider a bid unless the bidder is registered with the Construction Contractor’s Board. Bidders shall comply with the provisions of ORS 279C.800 to 279C.870 (Prevailing Wage Rates). Each bid must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120. The project does not require a contractor or subcontractor to be licensed under ORS 468A.720 for asbestos abatement. The Board of Commissioners reserves the right to reject any or all responsive bids, to waive technicalities and to award the contract to the lowest responsible bidder. The Board of Commissioners may reject any bid not in compliance with all prescribed public contracting procedures and requirements and may reject for good cause all bids upon a finding that it is in the public interest to do so.
