NOTICE OF PUBLIC HEARINGS-City of North Plains NOTICE IS HEREBY GIVEN that on April 8, 2020, the City of North Plains Planning Commission will hold an open Public Hearing to invite comments on the following submittal: City File 20-014 Brynhill Master Plan Refinement and Phase 1 Subdivision Review The submitted application is for a 159-lot subdivision approval north of NW North Avenue and west of NW 309th Avenue. The application is also for a refinement to the approved Master Plan. The subdivision includes a set-aside area for future commercial development and 1.52 acres of municipal park. The site is zoned NC (Neighborhood Community) and is 24.24 acres in size. The site is located on tax lot 300 of Washington County Tax Map 1N301 and Tax Lots 6200, 6203 and 6204 of Tax Map 1N301AD. The proposal was submitted by Lennar Northwest Inc. and Pacific Community Design, Inc. on behalf of Lone Oak Land, LLC and Paine Tract, LLC. Applicable code sections: 16.045 (Neighborhood Community), 16.125 (Lot Development Standards), 16.135 (Subdivisions), 16.145 (Public Facility Service Requirements), 16.150 (Street Standards), 16.155 (Off-Street Parking and Loading), 16.160 (Clear Vision Areas) and 16.170 (Application Requirements and Review Procedures). The public hearings will be held at 7:00 p.m. at the North Plains Senior Center, 31450 NW Commercial Street, North Plains, Oregon. Questions and written comments regarding the proposed changes are welcomed and can be directed to City Manager Andy Varner at andy.varner@northplains.org or by calling (503) 647-5555. All interested persons will be given the opportunity to be heard. Copies of the applications are available for public review at City Hall, 31360 NW Commercial Street, North Plains, Oregon and the City’s website northplains.org. Copies of the Planning Commission staff reports will be available no later than one week prior to the hearings. Written comments will be received until the public hearings are closed for the land use actions. The public hearings will be conducted according to the process identified in Development Code Section 16.170. All evidence relied upon by the City to make these decisions is in the public record and available for public review at North Plains City Hall, North Plains, Oregon during regular business hours. Failure to raise an issue in sufficient detail during the comment period or at the public hearings may preclude an appeal to the Land Use Board of Appeals or Appeals/Circuit Court on that issue. Only comments on the applicable criteria are considered relevant evidence. The hearing will be opened for presentation by the city and the applicant and then opened to the public. The hearings can be closed or continued at the discretion of the hearing authority. If a hearing is closed, the hearing authority has the right to extend the time for additional information to be submitted by the public or the applicant. After the comment period closes on the final public hearing, the City shall issue a decision. The decision shall be mailed to the applicant and to anyone else who submitted written comments or who is otherwise legally entitled to notice.
