PORTLAND COMMUNITY COLLEGE ROCK CREEK CAMPUS PARKING LOT E CONSTRUCTION Bids due: May 5, 2020 @ 10:00AM (Pacific) INVITATION TO BID Portland Community College (PCC) is soliciting bids from qualified contractors to construct a parking lot at PCC’s Rock Creek Campus. The required bid documents and minimum specifications are in the Invitation to Bid (ITB) document. The ITB can be obtained from the Oregon Procurement Information Network (ORPIN) system. Prospective bidders must register with ORPIN at: https://orpin.oregon.gov/ to obtain the ITB document. Due to the COVID 19 situation, including the closure of PCC campuses and offices, a PreBid Conference will not be held. In regards to this procurement opportunity, PCC has declared an emergency, in accordance with PCC Purchasing Rules PCC-47-0280, PCC-48-0200(1)(a), PCC-49-0150, and ORS 279B.080 279C.110(11), This precludes holding a PreBid conference, and holding an in-person public bid opening. In lieu of an in-person public bid opening, bids will be publicly opened and read at a virtual conference commencing at 10:15AM (Pacific) on May 5, 2020. Any interested party is invited to attend the public bid opening. The virtual conference login information will be provided on May 4, 2020, by a posted Addendum on the ORPIN system. Bids may be rejected for not complying with all prescribed public bidding procedures or for good cause on a finding by PCC that it is in the public interest to do so. PCC reserves the right to reject any and all bids and to waive irregularities. This is a Public Works Project, subject to the provisions of ORS 279C.800 through 279C-870 including the payment of workers not less than the applicable prevailing wages, pursuant to ORS 279C.840 as listed in the Prevailing Wage Rates for Public Works Contracts in Oregon, published by the Oregon Bureau of Labor and Industries (BOLI) January 1, 2020 and the Prevailing Wage Amendment effective February 1, 2020, which can be downloaded at the following web address: http://www.or egon.gov/boli/WHD/PWR/Pages/pwr_state.aspx.
