CITY OF WOOD VILLAGE ARATA ROAD FENCE INSTALLATION RFP NO. 3092020 Proposals due: April 20, 2020 @ 2:00 pm REQUEST FOR PROPOSALS The City of Wood Village, Oregon will be accepting proposals until 2 p.m. Monday, April 20, 2020, for the installation of fencing in a residential neighborhood. Bid proposals shall be submitted from an Oregon licensed Contractor. Project Description: Install fencing within Multnomah County right of way, segments of NE Arata Rd. between Wood Village Blvd and 238th Dr. (north and south side), and the west side of NE 238th Dr. along the property lines of 23740 – 23746 NE Arata Rd. Contractor to provide fencing, installation, 2 gates, and related hardware for approximately 1,530 lineal feet of 6 ft tall, city-specified vinyl (SimTek EcoStone Plus Gray Composite) and approximately 750 lineal feet of 3 ft tall aluminum fence (Specrail S4 3-rail black). City to provide Right-of-way staking prior to construction. Traffic control will be required for the entirety of this project. Prior to the commencement of work, a traffic control plan shall be submitted and approved by Multnomah County Transportation and City of Wood Village Public Works Director. The City shall file the Right-of-Way permit with Multnomah County prior to commencement. Work hours will be limited to the hours between 7:00 a.m. and 7:00 p.m. Monday through Friday. Saturday work will require a prior written request by the contractor and approval by the City of Wood Village Public Works Director and Multnomah County. Documentation and inspection of all work shall be performed by City staff. The quantities and measurements provided by the City are approximate. The two fence types identified will be installed in accordance to the allowable heights defined in the City Code. Add Alternate Bid Item The east segment of Wood Village Blvd between NE Halsey St. and NE Arata Rd. approximately 465 lineal feet of 6 ft tall, city-specified vinyl fence (SimTek EcoStone Plus Gray Composite) and 30 lineal feet of 3 ft tall aluminum fence (Specrail S4 3-rail black). Project Schedule: Bid Opening April 20, 2020 Award of Contract April 29, 2020 Notice to Proceed May 1, 2020 Project Completion June 30, 2020 Deliverables: The City also requires that submittals be presented to the project manager that will be reviewed by City staff. The final inspection, walk-through and completed punch-list items will be followed by a written approval and final billing. Instructions to Bidders: Proposers shall be aware that this project is subject to compliance with Prevailing Wage Rate Laws and Federal Labor Standards and must show that they are licensed and bonded in Oregon. Proposals shall be identified on the exterior of the sealed envelope including bidder’s name, address and business license number, and shall include a Bid Bond to the amount of 5% of the Bid price. Proposal Format: Written bids must be submitted in the format outlined herein. Each bid will be reviewed to determine if it is complete prior to actual evaluation. Bid Document Content: The bid document should address the following information: 1. Company profile listing: name, address, contractor license number, year established, type of ownership, and size of company and staff. The same information shall be provided of all subcontractors to be used on the project. A contact name and number would be helpful. 2. An itemization of work is requested and must include the compensation the company expects to be paid for performing the services required to complete this project. 3. At all times during the existence of this Agreement, Contractor shall maintain at its own costs general liability and property damage insurance ($2,000,000 per incident, $2,000,000 aggregate), vehicle insurance ($2,000,000 per incident) and any workers compensation coverage as required by law. Copies of the insurance certificates must be attached to the submitted bid. This project is subject to compliance with Prevailing Wage Rate Laws and Federal Labor Standards.
