PLEASE NOTE, TWO CONCURRENT PUBLIC NOTICES: Clackamas County intends to amend its 2017-2021 Consolidated Plan in the following manner: Proposed Amendment to County’s Citizen Participation Plan And Notice of Substantial Amendment to the 2019 Action Plan On March 2, 2020, Clackamas County declared a state of emergency in response to coronavirus The declaration enabled the county to streamline resources and staffing and establish emergency policies and protocols. On March 16, 2020 Commissioners encourage public to refrain from attending public meetings of the Board; instead participate digitally, by phone or participate through the county web meeting portal online or to watch the meetings live online. PROPOSED CITIZEN PARTICIPATION PLAN CHANGES The following language will be added to the Citizen Participation Plan: Contingency Plan in the Event of an Emergency or Disaster In the event of an emergency or disaster that presents a serious and immediate threat to the health and welfare of our citizens, the noticing requirements for public comment on plans or amendments may be reduced to five calendar days, or as required by state and federal guidelines. Any reprogramming of funds in the event of such an emergency will require review by the Policy Advisory Board. Documents may not be available for review in-person, but will otherwise be made available as posted. Notice of Substantial Amendment to the Program Year 2019-2020 (2019 Action Plan) All comments are welcomed and encouraged on the following proposed changes to the County Community Development Block Grant (CDBG), the Emergency Solutions Grant (HESG), the HOME Investment Partnership (HOME) Citizen Participation Plan and the 2019 Housing and Community Development Action Plan. This Action Plan program year amendment is in response to the CARES Act Community Development Block Grant COVID 19 (CDBG-CV) and Emergency Solutions Grant COVID 19 (ESG CV) funding allocated to Clackamas County to prevent, prepare for, and respond to the Coronavirus pandemic. Emergency Solutions Grant (ESG CV) funds of $646,045 will be added to the 2019 Action Plan program year. These funds will provide $450,000 of hotel and motel vouchers for homeless persons and homeless families. Clackamas County will distribute these vouchers in partnership with several community based homeless shelter providers. The remaining $196,045 will be distributed to homeless services providers and county offices as a combination of homeless outreach, homeless shelter operations and services and Homeless Management Information System (HMIS) HUD reporting requirements expenditures. Community Development Block Grant COVID 19 (CDBG-CV) funding of $1,328,722 will be added to the 2019 Action Program Year budget. Any reprogramming of regular 2019 funds and any new projects and services will require review and approval by the Board of County Commissioners. CDBG-CV funds will provide Public Services including: rent assistance for tenants, a housing stabilization fund for landlords, homeless shelter services and, purchasing homeless services supplies. All COVID Projects and funding levels will be determined in coordination with the County’s COVID 19 Emergency Operations Center activated on February 28, 2020.
