Public Notice City of Troutdale Notice of Receipt of Ballot Title Notice is hereby given that a ballot title for an initiative petition has been filed with the City’s Election Official on May 1, 2020. The City Attorney has determined that the prospective initiative petition complies with the constitutional requirements. The ballot title is as follows: CAPTION: Amends charter; City officers elected by ranked-scoring STAR Voting. QUESTION: Shall elections of city officers use ballots where voter ranks preference of candidates (STAR Voting) with two step counting process? SUMMARY: Measure amends city charter and adopts ranked-voting (STAR Voting) procedures. Ballots will state number of seats filled from candidate group, and explain STAR Voting process. Currently each candidate runs for one seat only. Measure may allow County Commission to adopt rule requiring candidates to run in single group to fill all seats, to orderly administer election. Ballots will permit voters to rank competing candidates from zero (lowest) to five (highest) or same number. Blanks count zero. Ballots counted twice to determine each winner. In scoring count, rankings for each candidate are counted. For example, rankings of five and two total seven. Two candidates with highest total rankings continue to runoff. Other candidates omitted.
