At this meeting the City Council will also hold a public hearing to consider Resolution 16-05 approving the Lake Grove Village Center (LGVC) Parking Management Plan (PP 13-0007).

The title of the resolution is as follows:
A resolution of the City Council of the City of Lake Oswego approving the Lake Grove Village Center Parking Management Plan (PP 13-0007).
Copies of the Resolution will be available from the City Recorder one week before the hearing.
LU 16-0001 (Ordinance 2707) – Nature of Application and Proposed Legislative Amendments:
A request from the City of Lake Oswego for text amendments to the Community Development Code for the purpose of implementing key action items from the Lake Grove Village Center (LGVC) Parking Management Plan (PMP).
On March 28, 2016, the Planning Commission recommended the City Council approve the proposed amendments.

Amendments would be implemented through the adoption of Ordinance 2707 and its attachments, which will be considered at the public hearing. The title of the ordinance is as follows:

An ordinance of the City of Lake Oswego amending the Lake Grove Village Center Overlay District (LOC 50.05.007), relating to parking management; and adoption of findings (LU 16-0001).

The City Council may make a preliminary decision following the hearing. The final City Council decision will be made by adopting written findings outlining the reasons for the decision and, if consistent with the decision, enacting the ordinance. That action usually takes place at the following Council meeting.

The City Council may make a final decision following the hearing.
Time Limits on Testimony:
The purpose of time limits on testimony is to provide all interested persons with an adequate opportunity to present and respond to testimony while at the same time ensuring that the hearing can be conducted in an efficient and expeditious manner. The following time limits on testimony shall be observed, but may be changed by the Council:
Testimony will be taken in the following order: in support of the amendment, in opposition to the amendment, neutral.
* 10 minutes for a representative of a recognized neighborhood association, homeowner association, government agency, or other incorporated public interest organization;
* 5 minutes for other persons.
