FOR CONSTRUCTION MANAGER GENERAL CONTRACTOR (CM/GC) SERVICES FOR
JOINT WATER COMMISSION WATER TREATMENT PLANT EXPANSION TO 85 MGD
Notice is hereby given that the Joint Water Commission (“JWC”) is requesting proposals for Construction Manager General Contractor (CM/GC) services to perform pre-construction work, design collaboration, construction management, and construction services for improvements and expansion of an existing 75 MGD conventional water treatment plant. The JWC desires to enter into a CM/GC contract with a qualified contractor who can demonstrate competency and experience in water treatment infrastructure construction, constructability review and value engineering, assessment, design and construction of a water treatment plant including but not limited to dual media filtration, pumping, pipelines, electrical, chemical feed, sludge management, and other related systems. The existing water treatment plant must be kept operational and functional throughout the entire construction phase. It is critical that the two construction packages be designed and sequenced so that the water treatment plant maintains continuous delivery of finished water to the JWC partners.

Proposals will be received by Erika Murphy, PE, Project Manager until 2:00 p.m., Thursday, May 26, 2016, at the City of Hillsboro Water Department, 150 East Main Street, Third Floor, Hillsboro, Oregon 97123. Proposals received after the due time and date specified in the RFP will be late and deemed non-responsive.
A mandatory pre-proposal meeting will be held on Monday, May 16, 2016, starting at 9:00 AM in the conference room of the JWC Water Treatment Plant, located at 4475 SW Fern Hill Road, Forest Grove, OR 97116. This will be the only public tour during the RFP process. NO PRIVATE TOURS WILL BE AVAILABLE DURING THE RFP PROCESS.
