INVITATION TO BID: BORING SERVICES FOR WATER UTILITY SUPPORT

Bids due: July 21, 2016 @ 2:00 pm
The Eugene Water & Electric Board (EWEB) requests bids for:
Contractor to perform boring services on an as-needed basis in support of EWEB’s water utility division.
Bidders shall meet Minimum Contractor and Specialty Subcontractor Qualifications as defined in the bid pack ages. In summary, these Minimum Qualifications include:
•Contractor: The Boring Contactor shall have successfully managed/ completed, during the past five (5) years, at least 5 horizontal directional drilling projects of $25,000 or larger bid price.
Bidders shall comply with all BOLI and CCB requirements including all filing, notification, and payment requirements; retainage for payment for labor, and the filing of a $30,000 public works bond with the Oregon Construction Contractors Board. The Public Works Bond shall be obtained from a corporate surety authorized to do business in this state.
Any reference(s) to the previous $25,000 BOLI Prevailing Wage Rate threshold for Public Works are herein changed to the current threshold, $50,000. (Senate Bill 477 can be viewed at: http://www.leg.state.or.
Sealed bids shall be submitted to Collin Logan, Purchasing Analyst, before 2:00 PM Pacific Time, on July 21, 2016 and delivered according to the bid submission instructions contained in this solicitation. Bids will be opened immediately thereafter and recorded.
No faxed bids will be accepted.
First-tier subcontractor list shall be submitted, preferably in a separate envelope by 4:00 PM Pacific Time, on July 21, 2016. Bids received after the 2:00 PM Pacific Time submission, and bids that are not accompanied with the required subcontractor’s list (Section 00430) by 4:00 PM Pacific Time, will not be considered.
The bid package may be inspected at the following locations:
EWEB’s Purchasing Department, 4200 Roosevelt Blvd, Eugene, OR 97402 (Monday thru Friday, 9:00 a.m. – 12:00 p.m. and 1:00 p.m. – 4:00 p.m.)
The drawings bound as part of these solicitation documents are not full-size and are schematic in nature. Full-scale drawings are/are not available.
By submission of a bid, the Bidder agrees to comply with the provisions of 279C.800 through 279C.870 relating to State of Oregon, BOLI Prevailing Wage Rates (July 1, 2016).

Bids should be mailed to the attention of the Purchasing Department, and be labeled “Boring Services – BID #033-2016”. All bids shall be submitted in sealed envelopes, plainly marked on the outside showing the name of the bidder and the Bid Number.
