INVITATION TO BID
Sealed bids for the Sheldon Pool Lobby Remodel, City Job No. 51005, will be received at City of Eugene, Facility Management Division, 210 Cheshire Avenue, Eugene, Oregon until 2 PM on Thursday, August 18, 2016. Bids will be opened immediately thereafter and recorded. First-Tier Subcontractor Disclosure Statement is due Thursday, August 18, 2016 by 4 PM. Office hours are Monday – Friday, 8:30 AM – 12 PM and 1 PM – 5 PM; closed holidays. When the front office is closed, hand-delivered Bids will not be accepted.
In general, the Project consists of the remodel of the Lobby area, the addition of a Vestibule off the Lobby and the painting/flooring of the Lockers at the Sheldon Pool located at 2443 Willakenzie Rd., in Eugene, Oregon. Work includes scheduling and operational requirements to allow for Owner occupancy during construction.
Attendance at the pre-bid conference is mandatory. The Pre-Bid Conference will be held at 10:00 AM, Wednesday, August 3, 2016. Interested Contractors, Subcontractors, and Suppliers are invited to attend. Attendees shall meet at the front lobby area of the Sheldon Pool located at 2443 Willakenzie Rd., in Eugene, Oregon.

Those interested in this project should log in to the City of Eugene eBid system and view the solicitation documents, thereby becoming a Bidding Documents Holder.
All Plans Centers currently registered under the appropriate commodity codes on the City of Eugene eBid site will be notified that documents are available to download from the website and, if they view this solicitation, will become a Bidding Documents Holder on this project. Bidding Documents may also be viewed at the City of Eugene Facility Management Office at 210 Cheshire Ave., Eugene. Documents in hard copy and CD format are available from the Facility Management Office for Bidding Documents Holders on or after July 25, 2016. Staff at the Facility Management Office will assist in eBid registration as requested and as time permits. Hard copy documents are required to be returned in reusable condition. If hard copy sets of documents are not returned to Facility Management within 14 calendar days of bid opening, the City will invoice Bidders for printing costs. Contractors requiring additional copies for sub-bidders and suppliers may purchase documents from Central Print, Eugene, Oregon. Notice of available addenda will be issued only to those who are a Bidding Documents Holder in the City’s eBid system. Those acquiring documents are responsible to obtain all addenda.
This project is a public works project which is subject to ORS 279C.800 to 279C.870.
Bidder shall submit a Bid Bond, Certified Check, Cashier’s Check, Savings and Loan Secured Check, or irrevocable Letter of Credit issued by a financial institution for ten percent (10%) of the Bid amount plus additive alternates.
In accordance with ORS 279A.120, Bidders will be required to indicate on the Bid Form whether or not the Bidder is an Oregon resident.
Bids will not be considered unless the Bidder (Contractor) is registered with the Construction Contractor’s Board as required by ORS 701.
Asbestos abatement work by Contractor is not anticipated on this project. If asbestos conditions are discovered by Contractor, Contractor shall immediately notify City.
OWNER’S RIGHT TO REJECT PROPOSALS
Bids may be held by the City of Eugene for a period not to exceed sixty (60) days from date bids are due for the purpose of reviewing bid documents and investigating qualifications of Bidders prior to awarding Contract. The City of Eugene reserves the right to reject any Bid for good cause upon finding that it is in the best interest of the City to do so.
