CITY COUNCIL PUBLIC HEARING
TO ADOPT THE WEST LINN OR 43, 2016 CONCEPTUAL DESIGN PLAN AS ATTACHMENT A TO THE 2016 WEST LINN TRANSPORTATION SYSTEM PLAN AND ASSOCIATED AMENDMENTS TO COMPREHENSIVE PLAN GOALS 2, 11, and 12; AND COMMUNITY DEVELOPMENT CODE CHAPTERS 46, 48, 55, 60, 85 and 92.
The West Linn City Council will hold a public hearing on Monday, September 12, 2016, starting at 6:30 p.m., in the Council Chambers of City Hall, 22500 Salamo Road, West Linn, to consider adoption of the West Linn OR 43, 2016 Conceptual Design Plan as Attachment A to the 2016 West Linn Transportation System Plan (TSP). The TSP is a supporting document of the West Linn Comprehensive Plan. The Council will also consider amendments to West Linn Comprehensive Plan Goals 2, 11, and 12, and West Linn Community Development Code (CDC) Chapters 46, 48, 55, 60, 85 and 92 to address regulatory changes and provide consistency with the Transportation Planning Rule and the Metro 2040 Regional Transportation Plan.
The hearing will be conducted in accordance with the rules of CDC Chapter 98, 100 and 105. Anyone wishing to present written testimony on this proposed action may do so in writing prior to, or at the public hearing. Oral testimony may be presented at the public hearing. At the public hearing, the City Council will receive a staff presentation, and invite both oral and written testimony. The City Council may continue the public hearing to another meeting to obtain additional information, leave the record open, or close the public hearing and make a recommendation on the request as provided by state law. Failure to raise an issue in person or by letter at some point prior to the close of the hearing, or failure to provide sufficient specificity to afford the decision maker an opportunity to respond to the issue, precludes an appeal to the Land Use Board of Appeals (LUBA) based on that issue. At least 10 days prior to the hearing, a copy of the proposed amendment and associated staff report will be available for inspection and also on the City’s web site at http://westlinnoregon.gov/planning/2016-west-linn-or-43-conceptual-design-plan In addition, the file, PLN-15-03, HWY 43 Update, containing the proposed amendments and related information is available for review at the Planning Department.
