INVITATION TO BID: GOLD HILL WATER TREATMENT PLANT IMPROVEMENTS GOLD HILL, OREGON Bids due: October 6, 2016 @ 2:00 pm Sealed Bids for the construction of the Gold Hill Water Treatment Plant Improvements will be received, at the office of the City of Gold Hill City Hall until 2:00pm local time on October 6th, 2016, at which time the Bids received will be publicly opened and read. First-tier Subcontractor forms will be accepted until 4:00pm local time. The Project consists of constructing: Contract 1: Schedule 1: 1) Settling Basin Rehabilitation removal of corroded areas and welding new materials in place. Coat inside of tank with approved coating to prevent future corrosion. Install new tube settlers provided by the city. 2) Remove and replace media inside media filter. Install new air scouring system to the media filter. Contract 2: Schedule 2: 1) Electrical Improvements – Analyze existing relay control system and create description and diagram of plant operation. Replace existing relay controls and Siemens PLC with new Rockwell PLC system and test plant operation on new controls. Change motor starter to VFD on backwash pump, install level sensors, and integrate valve actuators to control a new air scour backwash system. Demonstrate function of plant and new air scour system as a fully automatic process. Separate Bids will be received for Contract No. 1 – Schedule 1 and Contract No. 2 – Schedule 2. Work of this contract is being funded with Water/Wastewater Financing Program funds through the Infrastructure Finance Authority and with funds from the City of Gold Hill. This contract is for public work and is subject to ORS 279C.800 to 279.870. Prevailing wage rates for public works’ contracts in Oregon are required for this project. No bid will be received or considered by the Owner unless the bid contains: 1) a statement that bidder will comply with the provisions of ORS 279C.840; 2) a statement as to whether the bidder is a resident bidder a defined in ORS 279A.120.
