REQUEST FOR PROPOSAL: WWTF IMPROVEMENTS PHASE 2 – MBR PRESELECTION CANYONVILLE, OR Proposals due: October 20, 2016 @ 2:00 pm Sealed Proposals/Bids for furnishing equipment and services required for MBR equipment and controls will be received by Ms. Janelle Evans, City Administrator, at Canyonville City Hall, 250 N. Main Street Canyonville Oregon 97417 until 2:00 p.m. PST October 20, 2016, at which time the sealed Proposal/Bids will be opened publicly and read aloud. Proposal/Bids received after this time will not be accepted. All interested parties are invited to attend. The city of Canyonville intends to construct Wastewater Treatment Facility (WWTF) Improvements Phase 2 – MBR Preselection based on the Membrane Bioreactor (MBR) system of treatment. The City intends to select an MBR Manufacturer of flat plate or flat sheet technology to allow the Engineer to proceed with the design of the improvements. The selected MBR Manufacturer will agree to supply to the City or its assigns, the equipment, labor, field testing, start-up assistance, and materials specified for the Proposal/Bid price submitted. Work includes the MBR Manufacturer’s on-site certification of proper installation of the MBR equipment, and training of Owner’s staff in operation of the MBR. The equipment will be installed by a contractor hired by the Owner under a separate contract. The Contract between Owner and the selected MBR Manufacturer will be assigned to this Contractor. Proposals/Bids will be evaluated based on the following criteria: (1) present worth cost of the complete MBR facility; (2) process design to include calculations; (3) maintenance and service availability and guaranteed process performance; (4) operation and maintenance characteristics; (5) MBR Manufacturer’s experience and references for treatment and control systems; and (6) responsiveness of the Proposal/Bid; Refer to Instructions to Bidders and Bid Form and Proposal Outline for more details. If selected, the MBR Manufacturer shall enter into a Contract with the Owner. This Contract will obligate the MBR Manufacturer to furnish the specified equipment under the terms of the Contract for the price (Bid) in the Proposal/Bid submitted, and the highest standards prevalent in the industry. No Proposal/Bid will be considered unless fully completed in the manner provided in the Instructions to Bidders, and accompanied by a bid security executed in favor of the Owner in the amount not less than 10% of the total amount of the bid. Per ORS 279C.385, bid security is to be forfeited as fixed and liquidated damage should the bidder neglect or refuse to enter into a contract and provide suitable insurance certificates, bonds and other required documents for the faithful performance of the work in the event bidder is awarded the contract. Proposals/Bids will be evaluated based on the criteria listed in the Instruction to Bidders. All bidders must be equal opportunity employers and comply with the appropriate provisions of state and federal law. In addition, pursuant to ORS 279C.505(2), all Bidders must certify with their bids that they have an employee drug testing program in place. If awarded a contract, Bidder must provide proof of such drug testing program when executed Agreements are returned to Owner. The selected Bidder shall use recyclable products to the maximum extent economically feasible in the performance of the work set forth in this document. No asbestos abatement is required for this work. Work under this Contract will be funded in part with funds from the Water/ Wastewater Financing Program administered by the Infra structure Finance Authority and U.S. Department of Agriculture, Rural Development (RD) and the Department of Environmental Quality State Revolving Loan Fund (SRF). The ensuing contract between Owner and MBR Manufacturer must adhere to all of the requirements from these agencies. One original and three copies of the Proposal/Bid shall be submitted using the forms furnished along with a CD containing one searchable Adobe Acrobat file (PDF) of the entire Proposal/Bid. The Owner reserves the right to reject any or all bids, to waive all informalities, and to accept such bids that in the opinion of the Owner are in the best interest of the Owner. No bidder may withdraw or modify his bid after the hour set for the receipt of bids, and thereafter until the lapse of 70 days from the bid opening.
