REQUEST FOR QUALIFICATIONS: DESCHUTES VALLEY WATER DISTRICT OPAL SPRINGS HYDROELECTRIC PROJECT – POOL RAISE AND FISH PASSAGE IMPROVEMENTS MADRAS, OR Qualifications due: October 14, 2016 @ 5:00 pm The Deschutes Valley Water District (DVWD) is issuing a Request for Qualifications (RFQ) from interested bidders for the Opal Springs Hydroelectric Project – Pool Raise and Fish Passage Improvements. Submissions will be accepted electronically, until 5:00 p.m., local time, on the 14th day of October 2016. Submissions must be clearly labeled Response to Request for Qualifications in the Subject Line to nuria.claudio@kleinschmidtgoup.com, using the submittal link provided to responders who have requested the RFQ. Any submissions received after the specified date and time will not be considered. Submissions may not exceed 50MB in size. Submissions will be publicly opened the first business day after the submission deadline, and the name of each interested bidder will be read. A team of reviewers will be scoring submittals, and qualifying bidders will be placed on a short list of Qualified Bidders (QBs) who will be invited to submit bids on the project. The work includes modifications to the existing Opal Springs Hydroelectric Project, generally consisting of construction of a new fish ladder, installing additional horizontal drains and piezometers, raising the existing impoundment pool, adding spillway chutes, replacing the existing intake gates and a compressor/control building. The project is located in a deep canyon on the Crooked River. Access is via a steep (25%) grade and laydown space is limited. An optional webinar explaining the project will be held on September 26, 2016 at 1:30PM. The Project will be subject to federal prevailing wage rate requirements (Davis-Bacon). A mandatory site visit for QBs will be held at the site on November 3, 2016. Information about the site visit, along with instructions for accessing final plans, specifications, and contract documents will be provided to QBs and interested subcontractors at the conclusion of the RFQ process.
