Request for Qualifications

REQUEST FOR QUALIFICATIONS: EARLY NOTIFICATION OF PIPELINE CONSTRUCTION CONTRACTOR PREQUALIFICATION HILLSBORO, OR Tualatin Valley Water District (TVWD) and the City of Hillsboro (Hillsboro), collectively referred to as (Owners), are issuing this early notification to inform potential pipeline construction contractors (Respondent) of the upcoming Request for Qualifications (RFQ) for the Willamette Water Supply System (WWSS) water transmission pipeline sections. Prime construction contractors that are interested in submitting bids or proposals on future solicitations will need prequalify pursuant to the RFQ. Respondents with relevant, large diameter pipeline construction experience are encouraged to submit a Statement of Qualifications (SOQ). No RFQ documents are available at this time. This RFQ process will supersede previous prequalification of construction contractors for the Willamette Water Supply Program (WWSP) and is anticipated to remain effective for a period of up to three (3) years. Contractors previously qualified for other WWSP projects shall not be considered automatically eligible for future work and will be required to respond to the RFQ. The WWSS is a drinking water infrastructure program that will provide the Owners with a seismically resilient water supply to meet future demands and will provide redundancy in case of an emergency event. The WWSS includes more than thirty (30) miles of finished transmission pipelines ranging in diameter from thirty-six inches (36) to seventy-two inches (72) from the Willamette River Water Treatment Plant (WRWTP) in Wilsonville, Oregon north to Hillsboro, Oregon and Beaverton, Oregon. The WWSS also includes constructing finished water storage tanks (terminal storage) and an expansion of the WRWTP including fish screen replacements at the existing intake facility. Shortly thereafter, a pre-submittal conference will be held in Beaverton, Oregon. Attending the pre-submittal conference is not mandatory; however, Respondents are strongly encouraged to attend. The date, time, and location will be included in the RFQ advertisement. The scope of work for the water transmission pipeline work generally includes, but is not limited to the following: Excavation, dewatering, rock excavation, welding, backfill, and testing associated with welded steel pipeline installation; Appurtenant valves blow offs and associated structures, Cathodic protection system; Design and installation of shoring systems; Installation of casing and pipeline via trenchless methods; Restoration; Traffic control.
