Southwest Industrial Reserve/Urban Reserve Area 2005 Facilities Plan Review And Update

REQUEST FOR PROPOSALS: SOUTHWEST INDUSTRIAL RESERVE/URBAN RESERVE AREA 2005 FACILITIES PLAN REVIEW AND UPDATE WOODBURN, OR Proposals due November 29, 2016 @ 4:00 pm The City of Woodburn requests proposals, from qualified firms or individuals, for furnishing professional engineering services to assist City staff in updating and refining the infrastructure assumptions in the 2005 Facilities Plan for the Southwest Industrial Reserve (SWIR) and the Urban Growth Boundary Reserve (UGBR) area as depicted on the adopted Comprehensive Plan map. The City is seeking professional engineering services for assistance in the following specialty areas: 1. Review and update the required infra structure assumptions of the adopted 2005 Facilities Plan for both the SWIR and the UGBR. 2. Review any land use zoning changes and the Urban Growth Boundary expansion area that was approved in January of 2016 that would affect the assumptions in the 2005 Facilities Plan for the SWIR or UGBR area. 3. Review and update documented improvements and plan & policy changes since the 2005 facilities plan was prepared, and document & incorporate in the update for the SWIR and the UGBR. 4. Prepare revised service area maps for infrastructure required based on the findings to serve the SWIR and the UGBR. 5. Prepare engineering cost estimates for all infrastructure projects identified to serve the SWIR and UGBR areas. 6. Prepare final report documenting and summarizing the above. 7. Prepare presentation material and assist staff in providing presentation to the City Council on the findings of the report. In January 2016, the Oregon Department of Land Conservation and Development (DLCD) approved Woodburn’s Comprehensive Plan Amendments, amending the Urban Growth Boundary (UGB) and establishing an Urban Reserve. The UGB expansion consists of approximately 619 gross acres. This includes 190 acres for industrial use, 23 acres for commercial use and 406 acres for residential use. Of that: The Southwest Industrial Reserve area consists of approximately 190 Acres, south of State Highway 219 and east of Butteville Road. The Urban Growth Boundary Reserve area consists of approximately 230 acres, east of Butteville Road and lying adjacent to the north and south side of Parr Road. The City has determined that the 2005 Facilities Plan prepared in conjunction with Compressive Plan update is technically sufficient in many regards, but requires review and an update to adjust to the modified expansion areas and capital improvement projects that have since been completed. A major goal of this facilities plan update is to establish the required infrastructure improvements with preliminary engineering cost estimates in order for the City to pursue funding opportunities. This project was, is funded in part with a financial award from the Special Public Works Fund, funded by the Oregon State Lottery and administered by the Oregon Infrastructure Finance Authority. The City is utilizing an informal Request for Proposals procedure and will receive proposals until 4:00 PM on November 29, 2016. These should be delivered to Eric Liljequist, Acting Public Works Director, 190 Garfield Street, Woodburn, OR 97071. All proposers are required to comply with the provisions of Oregon Revised Statutes and the City of Woodburn Public Contracting Rules. The City of Woodburn reserves the right: 1. To reject any or all proposals not in compliance with public bidding procedures 2. To postpone award of the contract for a period not to exceed sixty (60) days from date of proposal opening 3.
