Winston-Dillard Water District’s Brockway Road Waterline Replacement

INVITATION TO BID: WINSTON-DILLARD WATER DISTRICT’S BROCKWAY ROAD WATERLINE REPLACEMENT WINSTON, OR Bid due: November 30, 2016 @ 2:00 pm Sealed bids for the Winston-Dillard Water District’s Brockway Road Waterline Replacement public improvement project (Re-bid of Project) will be received by the Winston-Dillard Water District, 121 Douglas Street, Winston, Oregon 97496 until bid closing time of 2p.m. local time on November 30, 2016. Bids will be held but not opened until 4p.m. (the submittal deadline for the First-Tier Subcontractor Disclosure Form). Bids shall be clearly marked Bid for Brock way/Kent Creek Waterline Replacement showing date and time of bid opening as well as the Bidders name, and shall be delivered to the Winston-Dillard Water District, by or before the above bid closing time. By no later than 4p.m. local time on November 30, 2016, each bidder shall deliver to the Winston-Dillard Water District, at the same address as the bids were delivered to, the First-Tier Subcontractor Disclosure Form contained in the bidding documents. This form shall be submitted regardless of the total bid. Bidders who fail to submit the required disclosure form will be considered non-responsive, and their bid will not be opened. The disclosure form shall be submitted in a separate sealed envelope clearly marked Disclosure Form for the Brockway/Kent Creek Waterline Replacement, showing the date and time of the disclosure submittal deadline, as well as the Bidders name, and shall be delivered by or before the disclosure submittal deadline. PLEASE NOTE: ALL CONTRACTORS ARE TO PREQUALIFY TO BID THIS PROJECT (SEE BELOW). The work is offered in two bidding schedules and includes the following: Schedule A: Install approximately 280 L.F. of ductile iron waterline along Brockway Road with 2 water main connections. Schedule B: Install approximately 797 L.F. of ductile iron waterline and install approximately 641 L.F. of PVC waterline along Brockway Road and Willis Creek Road with two water main connections. Douglas County Plan Center, 3076 NE Diamond Lake Blvd., Roseburg, OR 97470 Copies of the Contract Documents and half-size drawings may be obtained from Erwin Consulting Engineering for a non-refundable deposit of fifty dollars ($50.00) for each set of documents. Full size drawings may be obtained from Erwin Consulting for an additional twenty-five dollars ($25.00). The above cost is for standard U.S. Mail delivery service and cost of copy preparation. This contract is for a public works contract subject to ORS 279C.800 to 279C.870 requiring contractors and subcontractors to state that they will comply with the minimum rates for wages as determined by the Secretary of Labor and the Bureau of Labor and Industry for the State of Oregon. No bid will be accepted unless the bid contains a statement by the bidder that ORS 279C.840 will be complied with. In addition, each bid must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120. All proposals shall be accompanied by a bid bond equal to five percent (5%) of the total bid, to be forfeited to the Owner in the event or failure of the Contractor to execute the contract. Contractor to submit additional forms (see Bidder’s Checklist) with the Proposal as required by the contract documents. A one hundred percent (100%) Performance Bond and a one hundred percent (100%) Payment Bond will be required to guarantee the faithful performance of the Contract. It is required that the surety issuing such bonds have an attorney-in-fact or a principal doing business in Oregon. This information must be included on the bond statement. Bidders must be prequalified in accordance with ORS 279C.430 to 279C.435. Prequalification statements must be received by Erwin Consulting Engineering a minimum of seven (7) days prior to bid opening. Only bids from prequalified bidders for this project shall be opened. Bidders to submit prequalification statements specifically high lighting the class or classes of work required for this project. Faxed prequalification statements will not be accepted. In accordance with ORS 279C.365(k), no bid will be received or considered by the Owner unless the bidder’s proposal includes a certification that the bidder is registered with the Construction Contractors Board or licensed by the State Landscape Board, which is required per ORS 671.530. The Owner reserves the right to reject any or all bids, to postpone the award for 30 days, to delete certain items from the proposal, and to award the contract to the lowest responsible bidder. The Owner may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the Owner it is in the public interest to do so [ORS 279C.395].
