Clackamas County intends to amend its 2012-2016 Consolidated Plan in the following manner: Program Year 2016-2017 (2016 Action Plan) Annie Ross House Family Shelter – Clackamas County Community Development will withdraw its allocation of $430,000 of 2016 CDBG funds for this project. The Annie Ross House is located on the Northwest Housing Alternatives (NHA) campus in Milwaukie. NHA was unsuccessful in in its application for Low Income Housing Tax Credits (LIHTC). NHA is planning to make a new LIHTC application to the state, and to submit an application to the county for 2017-2018 CDBG funds. A portion of the $430,000 of CDBG funds will be reprogrammed to the Red lodge Transitions Services, the remaining funds will be reprogrammed and made available through the 2017-2019 request for proposals. Red Lodge Transitions Services – Clackamas County Community Development will increase its CDBG allocation to the Red Lodge Transitions Services (RLTS). The original allocation of $150,000 of 2016 CDBG funds will be increased to an amount not to exceed $375,000. The purpose of the increase is to provide additional assistance to RLTS toward the purchase of a property in Clackamas County. RLTS will establish a transitional housing program for women leaving DV shelters, treatment programs and incarceration. RLTS will provide transition services and advocacy, focused on Native American values and practices. 2016 Multi Family Housing Project – Clackamas County Community Development will allocate $900,000 of 2016 HOME Investment Partnerships Program funds and reprogrammed HOME funds from previous years to assist with the development of the Rosewood Terrace Apartments in Happy Valley. This development will provide 212 units of affordable housing in Clackamas County. The total development cost of this project is projected to be $60 Million.
