INVITATION TO BID: WATERLINE AND VALVE REPLACEMENT PROJECT CARLTON, OR Bids due: December 29, 2016 @ 2:00 pm Sealed bids for the Waterline and Valve Replacement Project, will be received on behalf of the City of Carlton (Owner), by Peter Blumanthal, P.E. Project Manager, of Westech Engineering, Inc. at 3841 Fairview Industrial Drive SE, Suite 100, Salem, Oregon 97302-1192, until the bid closing time of 2:00 p.m. local time on December 29, 2016. Bids will be publicly opened and read (at the above address) immediately after the bid closing time, but written bid tabulations will not be released until after 4:00 p.m. (the submittal deadline for the First-Tier Subcontractor Disclosure Form). Bids shall be clearly marked Bid for the Waterline and Valve Replacement Project: showing the date and time of the public bid closing, as well as the Bidders name, and shall be delivered to the location specified above, by or before the above bid closing time. By no later than 4:00 p.m. local time on December 29, 2016 (i.e. 2 working hours after the bid closing), each bidder shall deliver to Peter Blumanthal, P.E. Project Manager, of Westech Engineering, Inc., at the same address as the bids were delivered to, the First Tier Subcontractor Disclosure Form contained in the bidding documents. This form shall be submitted regardless of the bid total. Bidders who fail to submit the required disclosure form will be considered non-responsive, and their bid will not be considered for award. The disclosure form shall either be submitted in the same envelope as the bid, or shall be submitted in a separate sealed envelope clearly marked Disclosure Form for Waterline and Valve Replacement Project showing the date and time of the disclosure submittal deadline, as well as the Bidders name. The work includes the following: The replacement of valves and associated waterline in 15 intersections/locations within the City Limits. An additional 7 line valve clusters will be installed on the City’s 12-inch transmission line. The work includes associated pavement restoration and a significant portion of night work to mitigate system- wide water outages. No proposal will be considered by Owner unless the Bid contains a statement by the Bidder that the Bidder will comply with the provisions of ORS 279C.800 to 279C.870 and 40 U.S.C. 276(a) pertaining to prevailing wages, as applicable. Contractor licensing under ORS 468A.720 for working with asbestos-containing materials is not a requirement of this project. Each bid must contain a statement as to whether or not the bidder is a resident bidder as defined in ORS 279A.120. Each bid must also contain a statement as to whether the bidder is registered with the Oregon Construction Contractors Board. No bid will be received or considered unless the bidder is registered with the Construction Contractors Board, as required by ORS 701.035.ET.SEQ. Proposals must be submitted on the prescribed forms and must be accompanied by certified check, cashier’s check, or bid bond executed in favor of Owner in an amount not less than 10 percent of the amount bid. The successful bidder will be required to furnish to the Owner a performance bond and a payment bond each equal to one hundred percent (100%) of the amount of the bid. The successful bidder and all subcontractors will be required to furnish to the Oregon Construction Contractors Board a public works bond in the amount of $30,000.00, unless exempt under ORS 279C. Owner reserves the right to reject any and all bids, to waive any irregularities, and to accept the bid deemed in the best interests of Owner. Owner may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids upon a finding of the agency it is in the public interest to do so.
