STATEMENTS OF QUALIFICATIONS: A/E RELATED SERVICES BID NO. 2017-01 SPRINGFIELD, OR Qualifications due: January 17, 2017 @ 2:00 pm Sealed Statements of Qualifications (SOQs) will be received by the Springfield Utility Board for engineering services for multiple projects in Springfield, Oregon. Owner will receive Statements of Qualifications at the office of the Water Division located at 202 S 18th Street, Springfield, Oregon until the time and date stated in Article 4, Paragraph 4.04 of this Request for Qualifications. Firms that are on SUB’s 2016 qualification based list, need to send SUB a letter or email asking to be placed on SUB’s 2017 qualification list and provide any adjustment to rates, no proposal required. SOQs not received by the indicated time will not be considered for SUB’s 2017 list of qualified firms. Project Description: The Springfield Utility Board (SUB) has a number of projects planned by the end of the year that require Engineering, Surveying, Architectural, and other related services. To facilitate the design and construction of these projects, SUB will select a number of consultants and negotiate price agreements for specific services through 2017 with the option to extend up to 3 years dependent upon performance. SUB anticipates that the sum of these contracts will not exceed $590,000. No guarantee of task award is made in this solicitation. The tasks may vary across the entire range of A/E services. The work involves: Engineering Design Services $389,000 – Structural, civil, geotechnical, mechanical, and electrical design for utility vaults, driveway and private road design, pump stations, facility renovations and relocations, and additional parking. Special Inspection & Material Testing $16,000 – field compaction testing, structural concrete/masonry/steel, and related laboratory testing and reports. Survey Services $95,000 – Strip survey for waterline installation, preparation of plats and deeds, survey of electrical installations. Additional boundary, topographic, easements and rights-of-way determinations, and construction control and/or layout may be required. Architectural Services $60,000 – office renovations and utility spaces. Permitting $30,000 – Lane County, City of Springfield, state and federal permits for work related to utility installation and maintenance. The above scope is not comprehensive nor all inclusive, and individual tasks may vary in scope significantly. There is no guaranteed minimum scope or payment for a task under this agreement. SUB will add firms to the 2017 list of qualified firms using the scoring process in this RFP. Springfield Utility Board may reject any SOQs not in compliance with all prescribed procedures and requirements, and may reject, for good cause, any or all SOQs upon finding that it is in the public interest to do so.
