REQUEST FOR PROPOSALS: WORKS – QUALIFICATIONS BASED SELECTION ROFESSIONAL ENGINEERING SERVICES ASHLAND, OR Proposals due: February 23, 2017 @ 2:00 pm The City of Ashland (City) is seeking proposals for professional, engineering, planning and consulting services for development of Project 2014-21 Airport Master Plan Update. The overall objective of the master plan update is to provide a realistic updated ALP and guidelines for the logical, timely, and economically-viable development and operation of the airport for the next five-, ten-, and twenty-year periods. This effort should recognize the opportunities and limitations of the existing site, the desire of the City of Ashland to maintain the airport to serve the local area’s general aviation needs, and the goal of making the airport as economically self-sufficient as possible. The Plan should identify needed improvements, establish priorities, quantify costs, develop a practical, quantifiable financial plan for financing the needed improvements and airport operations, identify the level of subsidy of other City of Ashland funds that may be needed (and minimize such), and define a capital improvement program (CIP) and schedule to implement needed improvements. Proposals must be physically received by 2:00 PM, February 23, 2017, in the City of Ashland Engineering Office located at 51 Winburn Way, Ashland OR 97520 or by mail at 20 E. Main Street, Ashland, OR 97520. Please direct all questions in writing to Scott Fleury, Engineering Services Manager at Consultant selection is anticipated to result in the issuance of a contract for engineering services in the form provided in this RFP. Proposal documents are available from the Oregon Procurement Information Network (ORPIN) at l/welcome?language=En, Notice #KA1512- 1-17. All submittals by the proposer must be in hard copy form. Proposals are limited to fifteen (15) pages. The proposer must be registered as a Professional Engineer with the State of Oregon. Consultant selection will be based upon weighted criteria as cited in the Request for Proposal document. Standard selection criteria include, but are not limited to: project understanding, project team experience, and response time. The City of Ashland reserves the right to reject any and all proposals, to waive formalities or to accept any proposal which appears to serve the best interest of the City of Ashland.
