NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN, that on February 8, 2017 the Planning Commission of the City of North Plains will conduct two public hearings: (1) NW West Union Mini Storage- File No.16-122/16-122a the application for a minor land partition and design review for construction of a mini-storage facility on tax lot ID 1N206DA00800, more commonly known as 28757 NW West Union Road, North Plains, OR. This application was submitted by NW Engineers, LLC and property owner Morrison Development Group, LLC. Applicable sections of the zoning and development code include, but may not be limited to, the following: 16.055 (M-2 zoning district), 16.125 (lot development standards), 16.130 (land partitioning), 16.145 (public facility service requirements), 16.150 (street standards), 16.155 (off street parking and loading), 16.160 (clear vision areas), 16.170 (application requirements), and 16.175 (design review). (2) Kemmer Meadows Floodplain Permits- File No.16-121 the application for two floodplain development permits on tax lot ID 1N301DD00102, also known as Kemmer Meadows Subdivision (lots 20 and 26). This application was submitted by Westlake Consultants and property owner Mission Homes NW. Applicable sections of the zoning and development code include, but may not be limited to, the following: 16.030 (R-2.5 zoning district), 16.065 (floodplain overlay), and 16.170 (application requirements). Written comments will be received until 5:00 p.m. the day prior to the public hearing at City Hall, and then at the public hearing. A copy of the application is available for review at North Plains City Hall during regular business hours or online at A copy of the City’s staff report and recommendation to the hearings body shall be available for review at no cost at least seven days before the hearing, and available online at The failure to address an issue with enough detail during the comment period or at the public meeting may preclude an appeal to the Land Use Board of Appeals or Appeals or Circuit Court on that issue. Only comments on the applicable criteria are considered relevant evidence. The hearing will be opened for presentation by the city and the applicant and then opened to the public. The hearing can be closed or continued at the discretion of the Planning Commission. If the hearing is closed, the Board has the right to extend the time for additional information to be submitted by the public or the applicant. After the comment period closes, the City shall issue a decision. The decision shall be mailed to the applicant and to anyone else who submitted written comments or who is otherwise legally entitled to notice.
