NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that on Tuesday, February 21, 2017, at 6:30 p.m., the Hubbard Planning Commission will hold a public hearing and on Tuesday, March 14, 2017, 7:00 p.m., the Hubbard City Council will hold a public hearing in the Council Chambers at City Hall, 3720 2nd Street, Hubbard, Oregon 97032 on the following applications. Any interested party may testify at either or both of the public hearings or submit written testimony at the Planning Commission or City Commission hearings prior to the close of the hearing. FILE NUMBER: Annexation (file no. ANX 2017-01); Zone Change (file no. ZC 2017-01); Partition (file no. 2017-01) APPLICANT: Jeff Bolton, Multi./Tech Engineering, 1155 13th Street, Salem, OR 97302 OWNER: Peter and Helen Kooiman, 3277 Sunset Drive, Hubbard, OR 97032 REQUEST: To divide property approximately 6.21 acres in size into two (2) parcels with Parcel 1 consisting of 4.03 acres and Parcel 2 consisting of 2.18 acres. To annex 2.18 acres (Parcel 2) and approximately 17,874 square feet of abutting 4th Street Right-of-Way into the City of Hubbard. To rezone 2.18 acres (Parcel 2) within the Hubbard Urban Growth Boundary. The property is currently designated as Urban Transitional (UT) by Marion County. The proposed zoning designation for the property upon annexation is Medium Density Residential (R2) as designated in the Hubbard Comprehensive Plan. ADDITIONAL INFORMATION: The applicant and all documents submitted by or on behalf of the applicant are available for inspection at no cost at the Hubbard City Hall, 3720 2nd Street, Hubbard, Oregon 97032, from 7:00am to 5:30pm Monday thru Thursday. The staff report, with all the applicable approval criteria, will also be available for inspection seven (7) days prior to the hearings. Copies of these materials may be obtained for a reasonable cost in advance. Please be advised that any issue that is intended to provide a basis for appeal must be raised before the close of the hearing, in person or by letter, with sufficient specificity to afford the City Council and the parties an opportunity to respond to the issue. Failure to raise an issue with sufficient specificity will preclude any appeal on that issue. The City Council will make a determination as to whether the application has or has not complied with the factors set forth in Section 3.102, Section 3.106, and ORS 222.
