CITY OF HILLSBORO NOTICE OF PUBLIC HEARING CASE FILE NO: AN-007-16 TUALATIN VALLEY HWY RIGHT-OF-WAY NOTICE IS HEREBY GIVEN that a public hearing was scheduled to be held before the City Council on Wednesday, February 7, 2017 for this Annexation request; however, due to special circumstances, this item was removed from the City Council agenda. A public hearing will be held on this matter before the Hillsboro City Council at or shortly after 7:00 p.m., on Tuesday, March 7, 2017, in the Shirley Huffman Auditorium of the Hillsboro Civic Center, 150 E Main Street, Hillsboro. At this hearing, the City Council will consider an application to annex a portion of SW Tualatin Valley Hwy along with four properties and a portion of a property adjacent to the right-of-way, which are anticipated to become part of the right-of-way, into the City limits of Hillsboro. The purpose for annexation is to allow for future right-of-way improvements associated with the South Hillsboro Community Plan Area infrastructure development. The subject area includes portions of existing and future Tualatin Valley Highway right-of-way east of NW Cornelius Pass Road, west of SW 209th Avenue and north of the Southern Pacific Railroad line/SW Old Hillsboro Road. Affected properties can be specifically identified as Tax Lots 903, 2304, 2701, 2801, and a portion of Tax Lot 3600 on Washington County Assessor’s Tax Map 1S2-11BD and a segment of right-of-way with no associated Tax Lots located on Tax Maps 1S2-11AC and 1S2-11DA. The future right-of-way tracts are adjacent to 21705, 21675, 21615, 21575, and 21555 SW Tualatin Valley Hwy. The property owners are City of Hillsboro, Oregon Department of Transportation and United States of America. The applicant is the City of Hillsboro. The applicable criteria for an annexation are listed in Metro Code Chapter 3.09.045 and 3.09.050 and Section 12.80.010 of the Community Development Code (CDC). The CDC may be viewed online at or in the Planning Department office. Annexation of the right-of-way and portions of property would also include its withdrawal from the following districts: Tualatin Valley Water District, Tualatin Valley Fire & Rescue, Urban Roads Maintenance District, and Enhanced Sheriff Patrol District. All interested persons are invited to attend this meeting and will be given an opportunity to be heard concerning the proposal. Oral testimony will be taken in the following order: applicant; other proponents; opponents; and applicant’s rebuttal. Oral testimony should avoid repetition of issues, and should be based on the application or on the approval criteria listed above.
