CITY OF HILLSBORO NOTICE OF PUBLIC HEARINGS CASE FILE NOS. AN-002-17 & ZC-003-17 KANDEL NOTICE IS HEREBY GIVEN that two public hearings will be held before the Hillsboro City Council at or shortly after 7:00 p.m., on Tuesday, April 4, 2017, in the Shirley Huffman Auditorium of the Hillsboro Civic Center, 150 E Main Street, Hillsboro. At the first hearing, the City Council will consider an application for annexation of one property approximately 5.08 acres in size into the City limits of Hillsboro. The purpose for annexation is for potential future development of a neighborhood park to be located within the South Hillsboro Community Plan Area. The second hearing is for a City-initiated zone change to apply the City’s MFR-1 Multi-family Residential zone upon annexation. The property is currently zoned County FD-20 Future Development – 20 acres. The subject property can be specifically identified as Tax Lot 700 on Washington County Assessor’s Tax Map 1S2-10DC, addressed as 3780 SE Century Boulevard and generally located south of SE Davis Road, east of SE Century Boulevard (SW 234th Avenue), and west of SE 67th Avenue (SW 229th Avenue). The property owner is Marianne Kandel, and the applicant is Pahlisch Homes, Inc. The applicable criteria for an annexation are listed in Metro Code Chapter 3.09.045 and 3.09.050 and Section 12.80.010 of the Community Development Code (CDC). The applicable criteria for a zone change are listed in CDC Section 12.80.160. The CDC may be viewed online at communitydevelopmentcode or in the Planning Department office. Annexation of the property would also include its withdrawal from the following district: Washington County R.F.P.D. #2. The annexation staff report will be available on Monday, March 20, 2017 at 4:00 p.m. The zone change staff report will be available on Tuesday, March 28, 2017 at 4:00 p.m. The complete application, staff reports, and all related criteria are available at the Hillsboro Planning Department for public inspection at no cost, and/or copies can be provided at reasonable cost. Materials can be reviewed from 8:00 a.m. to 5:00 p.m. weekdays, excluding holidays, in the Planning Department at the Hillsboro Civic Center, 150 East Main Street, Fourth Floor, Hillsboro, Oregon. All interested persons are invited to attend this meeting and will be given an opportunity to be heard concerning the proposal. Oral testimony will be taken in the following order: applicant; other proponents; opponents; and applicant’s rebuttal. Oral testimony should avoid repetition of issues, and should be based on the application or on the approval criteria listed above. ORS 197.763 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant.
