CITY OF HILLSBORO NOTICE OF POSTPONED PUBLIC HEARINGS CASE FILE NOS.: AN-005-17 & ZC-006-17 NEUBAUMER NOTICE IS HEREBY GIVEN that two public hearings will be held before the Hillsboro City Council at or shortly after 7:00 p.m. on Tuesday, June 6, 2017, in the Shirley Huffman Auditorium of the Hillsboro Civic Center, 150 E Main Street, Hillsboro, Oregon. These items were originally scheduled and noticed for the May 16, 2017 Hillsboro City Council meeting, however the original Public Notice did not include all of the districts which these properties are being withdrawn from as part of this annexation; therefore, this Annexation & Zone Change request will be postponed to the June 6, 2017 Hillsboro City Council meeting. At this hearing, the Council will consider a request for annexation of two properties approximately 1.82 acres in size into the City limits of Hillsboro. The second hearing is for a City-initiated Zone Change on the subject property to apply the City’s SFR-7 Single Family Residential zone upon annexation. The property is currently zoned County R-9 District – Residential 9 units per acre. The subject properties can be specifically identified as Tax Lots 3700 and 3800 on Washington County Assessor’s Tax Map 1N3-25DB. The property owner is Grace Neubaumer and the applicant is Eric R. Hall, Rick Hall Realty, Inc. The applicable criteria for an annexation are listed in Metro Code Chapter 3.09.045 and 3.09.050 and Section 12.80.010 of the Community Development Code (CDC). The applicable criteria for a zone change are listed in CDC Section 12.80.160. The CDC may be viewed online at communitydevelopmentcode or in the Planning Department office. Annexation of the properties would also include their withdrawal from the following districts: Washington County R.F.P.D. #2, Enhanced Sheriff Patrol and Washington County Urban Roads Maintenance District. The Annexation staff report will be available on Monday, May 22, 2017 at 4:00 p.m. The Zone Change staff report will be available on Tuesday, May 30, 2017 at 4:00 p.m. The complete application, staff reports, and all related criteria are available at the Hillsboro Planning Department for public inspection at no cost, and/or copies can be provided at reasonable cost. Materials can be reviewed from 8:00 a.m. to 5:00 p.m. weekdays, excluding holidays, in the Planning Department at the Hillsboro Civic Center, 150 E Main Street, Fourth Floor, Hillsboro, Oregon. All interested persons are invited to attend the public hearings and will be given an opportunity to be heard concerning the proposal. Oral testimony will be taken in the following order: applicant; other proponents; opponents; and applicant’s rebuttal. Oral testimony should avoid repetition of issues, and should be based on the application or on the approval criteria listed above. ORS 197.763 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant.
