REQUEST FOR QUALIFICATIONS: ENGINEERING SERVICES LINN ROAD IMPROVEMENTS EAGLE POINT, OR Qualifications due: August 1, 2017 @ 2:00 pm Closing Date and Time: Tuesday, August 1, 2017 at 2:00 pm (PST) SECTION 1-REQUEST FOR QUALIFICATIONS Notice is hereby given that the City of Eagle Point will received sealed proposals until 2 p.m. on Tuesday, August 1, 2017 by Robert Miller, PE, Public Works Director/City Engineer, P. O. Box 779/17 S. Buchanan Avenue, Eagle Point, OR, 97524 for the following: Request for Qualifications for Engineering Services City of Eagle Point – Linn Road Improvements Proposals will be publically opened after 2:00 pm that same day. Proposals received after 2:00 pm on the date mentioned above shall not be considered and shall be returned unopened. The Request for Qualifications (RFQ) provisions, Linn Road Improvements, may be reviewed and downloaded at no cost from the City of Eagle Point website at cityofeaglepoint.org. The documents may be reviewed at no cost at the City of Eagle Point City Hall 17 S. Buchanan Avenue, Eagle Point, OR, 97524, during normal business hours. Proposal documents may also be examined at the Daily Journal of Commerce, and at the Medford Builder’s Exchange. If you wish to receive addendums for this project, please contact Robert Miller, PE, Public Works Director/City Engineer, at robertmiller@cityofeaglepoint.org, or call at 541 826-4212 ext 105. Failure to notify the City may preclude you from receiving any addenda issued, or be qualified to present a proposal. The proposed work generally consists of engineering services to provide engineering plans, specifications, and estimates for bidding for the Linn Road Improvements, environmental permitting, right of way services, bidding of the construction documents, and construction administration and inspection through completion of the project. Funding is provided through a grant from the Oregon Department of Transportation, through the Locally Delivered-State Funded Project Program. All proposers are required to comply with provisions of Oregon Revised Statutes, Oregon Administrative Rules, Oregon Standard Details/Drawings, and the Eagle Point Standard Details. Each proposal must contain a statement as to whether the proposal is from a resident consultant, as defined in ORS 279A.120. Any evidence of collusion between proposers may constitute a cause for rejection of any proposals so effected. Proposals shall be submitted in the prescribed format as indicated in the proposal documents. The City of Eagle Point reserves the right to 1) reject any or all proposals not in compliance with Oregon bidding procedures and written instructions if it is in the best interest of the public to do so, 2) seek clarifications of each response, 3) select a firm based on written responses or may schedule interviews with the highest ranked firms, 4) waive informalities in the proposals, 5) choose different proposers for each task, 6) delete certain items from the proposal, and 7) negotiate a final contract that is in the best interest of the City and the public. All proposers are encouraged to contact the City to visit the site to fully acquaint themselves with the facilities involved, difficulties and restrictions for full performance of the tasks.
