INVITATION TO BID: AMAZON COMMUNITY CENTER SIDING REPAIR 2017 ARCHITECT’S PROJECT NO. 1705.1 NO. 2017-1013 EUGENE, OR Bids due: July 25, 2017 @ 2:00 pm Sealed bids for Amazon Community Center Siding Repair 2017, City Project Number 51083 will be received at the City of Eugene Facility Management Division Office, 210 Cheshire Avenue, Eugene, Oregon until 2 PM on Tuesday, July 25, 2017. Bids will be opened immediately thereafter and recorded. Bids will not be accepted after the closing time and date. First-Tier Subcontractor Disclosure Statement is due on Tuesday, July 25, 2017 by 4 PM. Office hours are Monday – Friday, 8:30 AM – 12 PM and 1 PM – 5 PM; closed holidays. When the front office is closed, hand-delivered Bids will not be accepted. PROJECT DESCRIPTION In general, the Project consists of partial removal and replacement of exterior siding, trim and weather barrier, sheathing replacement as required, and exterior painting at Amazon Community Center located at 2700 Hilyard Street, Eugene Oregon. PRE-BID CONFERENCE Attending the pre-bid conference is mandatory for Prime Bidders. The Pre- Bid Conference will be held on Monday, July 17, 2017, at 2 p.m. at Amazon Community Center, 2700 Hilyard Street, Eugene, Oregon. Interested Contractors, Subcontractors, and Suppliers are invited to attend. Attendees shall meet at outside the lobby entrance of Building A. CONSTRUCTION DOCUMENTS Electronic files of Bidding Documents, including Project Manual, specifications, drawings, bid forms, and sample form of agreement are available for downloading in pdf format from the State of Oregon ORPIN site at welcome Those interested in this project should log in to the ORPIN system and view the solicitation documents, thereby becoming a Bidding Documents Holder. Documents in hard copy and CD format are available from the Facility Management Office for Bidding Documents Holders on or after July 10, 2017. Staff at the Facility Management Office will assist in eBid registration as requested and as time permits. Hard copy documents are required to be returned in reusable condition. If hard copy sets of documents are not returned to Facility Management within 14 calendar days of bid opening, the City will invoice Bidders for printing costs. Contractors requiring additional copies for sub-bidders and suppliers may purchase documents from Central Print, Eugene, Oregon. Notice of available addenda will be issued only to those who are a Bidding Documents Holder in the ORPIN system. Those acquiring documents are responsible to obtain all addenda. PREVAILING WAGE This project is a public works project which is subject to ORS 279C.800 to 279C.870. BID SECURITY Bidder shall submit a Bid Bond, Certified Check, Cashier’s Check, Savings and Loan Secured Check, or irrevocable Letter of Credit issued by a financial institution for ten percent (10%) of the Bid amount plus additive alternates. NON-RESIDENT BIDDERS In accordance with ORS 279A.120, Bidders will be required to indicate on the Bid Form whether the Bidder is an Oregon resident. CONTRACTOR’S REGISTRATION Bids will not be considered unless the Bidder (Contractor) is registered with the Construction Contractors Board as required by ORS 701. ASBESTOS ABATEMENT Asbestos work is not anticipated. If asbestos conditions are discovered by Contractor, Contractor shall immediately notify City. OWNER’S RIGHT TO REJECT PROPOSALS Bids may be held by the City of Eugene for a period not to exceed sixty (60) days from date bids are due for the purpose of reviewing bid documents and investigating qualifications of Bidders prior to awarding Contract. The City of Eugene reserves the right to reject any Bid for good cause upon finding that it is in the best interest of the City to do so.
