NOTICE OF RECEIPT OF BALLOT TITLE CITY OF WEST LINN CLACKAMAS COUNTY, OREGON The City of West Linn hereby issues notice that a ballot title for a City Council Referred Measure was filed with the City Elections Officer on August 7, 2017. Any elector dissatisfied with the proposed ballot title may petition the Clackamas County Circuit Court seeking a different title, according to the requirements of ORS 250.296, no later than 5:00 PM on August 17, 2017. Any elector who files a petition to review the ballot title must notify the City Elections Officer in writing that the petition has been filed no later than 5:00 PM on the next business day following the day the petition is filed. The text of the ballot title is as follows: CAPTION: Amends City Charter clarifying council member input to City Manager QUESTION: Shall Charter authorize City Council members to provide input to City Manager relating to city business, employee or department performance? SUMMARY: Amends West Linn Charter Section 21A. Under the existing charter section, it is not clear that members of the City Council may talk to the City Manager about concerns they may have relating to city business, or the performance of employees or departments without interfering with the manager’s administrative authority. This amendment makes clear that City Council members may discuss their concerns, so long as their actions do not attempt to interfere, influence, or coerce the City Manager in the award of a public contract or the hiring, discipline, or termination of any personnel.
