TRI-COUNTY METROPOLITAN TRANSPORTATION DISTRICT OF OREGON WILLAMETTE SHORE LINE TRACKWORK Bids due: September 19, 2017 @ 2:00 pm INVITATION TO BID (ITB) NO. BC170186TF The Tri-County Metropolitan Transportation District of Oregon (TriMet) is soliciting sealed bids from qualified firms to rebuild rail track crossings on the Willamette Shore Line (WSL) at SW Riverwood Road and SW Boundary Street, as well as perform trackway drainage improvements and tie replacement along the WSL. The WSL is a rail line that runs along the west bank of the Willamette River and is currently used by the Willamette Shore Trolley. The Invitation to Bid (ITB) documents may be obtained by logging on to the TriMet eBid website, www.ebidexchange.com/tri met/ and registering as a vendor. Vendor registration is recommended. By registering, you will be afforded an opportunity to select and download any TriMet solicitation posted on our Ebid system as well as receive any related addenda. If solicitation addenda are issued, only registered bidders will be notified via email of the availability of addenda for download. Acknowledgement of addenda will be required. TriMet will receive sealed bids from interested firms at TriMet’s Administrative office, located at Harrison Square, 1800 SW First Ave., Suite 300, Portland, Oregon 97201, Attention: Tracy Franklin, Contract Administrator, until 2:00 PM on September 19, 2017. At that time, bids will be publicly opened and read aloud in the Alsea Conference Room at the above address. No electronic or facsimile bids will be accepted. Use of UPS, Federal Express, or in-person delivery is recommended for bid submission to this location. U.S. Postal Service mail may be unreliable for timely delivery. A pre-bid conference will be held on September 6, 2017, beginning at 2:00 PM in the Columbia Room on the second floor of TriMet’s Harrison Square office, 1800 SW First Avenue, Portland, OR 97201. Visitors must first sign in with TriMet reception on the third floor before proceeding to the Columbia Room. Prospective bidders are strongly encouraged to attend. A bid bond in the amount of 10 percent of the bid or the below described equivalent is required to be submitted with the bid documents. A 100% payment bond and a 100% performance bond on TriMet’s own bond forms will be required prior to beginning work. Contractors must be licensed with the Oregon Construction Contractors Board (CCB) in accordance with ORS 701.005 prior to submitting their bid and must file a public work bond with the CCB. Bids shall include either: 1) TriMet’s bid bond (see Section Four – Bid Forms); 2) a cashier’s check or a certified check for 10 percent of the bidder’s total bid price; or 3) an irrevocable letter of credit issued by an insured institution as defined in ORS 706.008 for that amount. If a bidder conditions the bid bond to provide for the possibility of payment of any amount less than 10 percent of the total bid price, the bid bond will not be accepted, and will cause the bid to be rejected as non-responsive.
