INVITATION TO BID: PUBLIC IMPROVEMENT PROJECT PLAY AREA CONCRETE CONTRACTOR OF RECORD SALEM, OR Bids due: October 10, 2017 @ 10:30 am The Purchasing Manager of the City of Salem will receive sealed bids for the City of Salem at the Contracts & Procurement, 555 Liberty Street SE, Room 330, City Hall, Salem, Oregon 97301, until, but not after 2:30 p.m., (Local Time) Tuesday, October 10, 2017, at which time said bids will be publicly opened and read in the Public Works Conference Room 325, City Hall, 555 Liberty Street SE, Salem OR 97301, for the project specified herein. Contracts and Procurement’s office hours are Monday-Friday from 8:00-12:00 Noon and from 1:00-5:00 PM. Electronic Bids will not be accepted. Bidders may obtain these bid documents by registering on the Oregon Procurement Information Network (ORPIN) website and downloading them. Bidders shall consult the ORPIN system regularly until closing date and time to avoid missing any notices. To register on ORPIN go to The City shall advertise all Addenda on ORPIN. Prospective Bidders are solely responsible for checking ORPIN to deter mine whether or not any Addenda have been issued. Bid documents will not be mailed to prospective Bidders. WORK DESCRIPTION: The City of Salem Parks Operations Department is seeking the services of a Concrete Contractor for park playground and hardscape projects. The contract is for both planned and future projects. The work will involve site work including new construction, remodel, upgrade and habilitation of park properties. The work will include miscellaneous concrete elements including but not limited to, flatwork, sidewalks, plazas, curbs, play area surrounds and footings, drinking fountain and picnic table pads, small building footings, flagpole bases, light pole bases and plant bed areas. PRE-BID CONFERENCE: There is NO site orientation for this project. Bids must be submitted on the bid forms furnished to the Bidders. Bids shall be submitted in a sealed envelope plainly marked PLAY AREA CONCRETE CONTRACTOR OF RECORD – Bid #178101, and show the name and business address of the Bidder. Any questions about the meaning and intent of the bidding documents must be submitted in writing to the office of the Purchasing Manager, City Hall, Room 330, 555 Liberty Street S.E., Salem, Oregon 97301. They must be received no later than SEPTEMBER 25, 2017 at 5:00 PM (local time). A surety bond, irrevocable letter of credit issued by an insured institution as defined in ORS 706.008, cashier’s check, or certified check of the Bidder in the amount of ten percent (10%) of the bid must be attached to each bid as bid security. Unsuccessful Bidders will have their security refunded to them when the contract has been awarded. The successful Bidder will be required to furnish and pay for a 100% Performance Bond and 100% Payment Bond, in the full amount of the contract. After the initial year, the Contractor will be required to furnish and pay for a 100% Performance Bond and 100% Payment Bond each renewal year for the full amount of the budgeted amount for that renewal year. The City of Salem reserves the right to reject any or all bids, to waive formalities and of postponing the award of the contract for thirty (30) days. Prices quoted shall be firm for a period of 30 days after the closing date. The attention of Bidders is directed to the provisions of Chapter 97, Salem Revised Code, concerning unlawful employment practices. Violation of such provisions shall be grounds for immediate termination of this contract without recourse by the contractor. Contractors shall use recyclable products to the maximum extent economically feasible in the performance of the contract work set forth in this document. No bid for a construction contract shall be received or considered by the public contracting agency unless the Bidder is registered with the Construction Contractors Board or licensed by the State Landscape Contractors Board as required by ORS 671.530. Every contractor or subcontractor is required to post the applicable Prevailing Wage Rates (PWR) in a conspicuous and accessible place in or about the work-site for the duration of the contract. Contractors and subcontractors who intentionally fail to post the PWR can be made ineligible to receive any public improvement contract for up to three years.
