CITY FOR RICHLAND, WASHINGTON COLUMBIA PLAYFIELD PLAYGROUND SAFETY SURFACING – RE-BID Bids due: October 9, 2017 @ 2:00 pm REQUEST FOR BIDS City for Richland, Washington ITB No. 17-0099 – Columbia Playfield Playground Safety Surfacing – Re-Bid Bids Due: Monday, October 9, 2017, 2:00 pm Exactly, Pacific Local Time Project Description: The project includes furnishing all materials, not specifically listed as Owner-furnished, labor, tools and equipment necessary to perform the work required. The work consists of, but not limited to, installing 5,196 square feet of rubber surfacing, and other related requirements, at the Columbia Playfield playground. Bid Submittal: Sealed bids will be received for the above-referenced project by the City of Richland, at the City Shops, Building 100, Purchasing Division, 2700 Duportail Street, Richland, Washington 99352. Bids must be received by the City no later than the date and time shown above, or as amended. Bids will then be publicly opened and read aloud. Bids received after the established date and hour will not be accepted or considered. Federally Funded Project: This project is funded in whole or in part with Community Development Block Grant funds pursuant to Title I of the Housing and Community Development Act of 1974, as amended. All applicable federal regulations shall be in force and effect. Engineer’s Estimate: $95,000 – $115,000. Time for Completion: 90 calendar days from notice to proceed, depending on weather conditions. Pre-Bid Meeting: A No Pre-Bid Meeting is scheduled for this project. Bid Documents: Full notice and complete bid documents are available from Interested Bidders must first register with Public Purchase. There is no charge to register, receive notifications or view and download the documents. A two-step process for registration is required. Register as early as possible as the registration process may take up to 24 hours to complete both steps. By registering, the prospective bidder will be placed on the City’s notification list for any forthcoming addendum or other official communications. Bid Bond: Bidder shall submit with its bid either a surety company bid bond on a form provided by the City, or a cashier’s or certified check payable to the order of the City of Richland, in an amount not less than five percent (5%) of the total amount of the Bid. Bids not accompanied by an appropriate bid guaranty may be rejected as non-responsive. No bidder may withdraw its bid after the bid submission deadline, unless the award of the contract is delayed for a period exceeding 90 days from the bid submission deadline. Insurance, Contract Bond and Retainage: The Awarded Bidder shall provide a One hundred percent (100%) Contract Bond (Payment and Performance) and required insurance coverage and endorsements. Retainage is required. Prevailing Wages: Federal Davis Bacon prevailing wages and State of Washington prevailing wages apply to this project.
