Industrial Park Waterline Looping Project

INVITATION TO BID: INDUSTRIAL PARK WATERLINE LOOPING PROJECT MYRTLE CREEK, OR Bids due: October 19, 2017 @ 2:00 pm Sealed bids for the construction of the Industrial Park Waterline Looping Project for Tri City Water & Sanitary Authority (Owner, Authority) will be received by Paul Wilborn, General Manager, at the Authority’s Office located at 215 North Old Pacific Highway, Myrtle Creek, Oregon until 2:00 p.m. PDT October 19, 2017, at which time the sealed bids will be opened publicly and read aloud. Bids received after this time will not be accepted. All interested parties are invited to attend. The project must be substantially complete 60 days after issuance of Notice to Proceed. Estimated construction cost is between $149,000 and $183,000. The project consists of the following major items of construction: A. Installation of approximately 640 lineal feet of 8-inch diameter PVC waterline and appurtenances. The project will create a waterline loop around the perimeter of the Chevron station within the Industrial Park. B. Installation of all fittings and appurtenances required to connect the new pipeline to the existing 12-inch PVC water main along the northern project boundary, which will require installation of a tapping sleeve and valve. Other work will include the maintenance of service and reconnection of existing waterlines servicing existing users in the Industrial Park. C. Construction of appurtenances for the waterlines, including fire hydrants, gate valves and fittings, water service reconnections, a combination air relief valve, and miscellaneous fittings. D. Performance of work including, but not limited to, potholing, surface replacement, and other related activities will be required. E. Additive Alternative of approximately 100 horizontal feet of welded seamless waterline to be constructed across Pruner Road through Oregon Department of Transportation right-of-way using horizontal directional drilling (HDD) methods. 1. Additive Alternative 1 – Pipeline comprising seamless welded fusible PVC. 2. Additive Alternative 2 – Pipeline comprising seamless welded HDPE. Bidding documents may be examined at the office of the Authority at the address noted above; and the following locations: Bay Area Plan Exchange; Eugene Builders Exchange; Salem Contractors Exchange; Douglas Co. Plan Center; McGraw Hill Dodge, Portland, OR; Daily Journal of Commerce Plan Center; Medford Builders Exchange; and Oregon Contractor Plan Center. One copy of the Bidding documents, including specifications and drawings, may be obtained from the Authority’s office with a non-refundable payment of $75.00 per set payable to the Authority. A pre-bid conference will be held at the Authority’s office on October 3, 2017 at 2:30 p.m. PDT. Attendance is mandatory. Bids will be received on a unit price basis for all of the work. No bid will be considered unless fully completed in the manner provided in the Instructions to Bidders, and accompanied by a bid security executed in favor of the Owner in the amount not less than 10% of the total amount of the bid. Bidders must prequalify with Owner as specified in the Instructions to Bidders, five (5) days prior to bid opening. Each Bidder must submit a first-tier subcontractor disclosure form to the Owner within two working hours of the time for receipt of bids in accordance with ORS 279C.370. This contract is for a public work subject to ORS 279C.800 to 279C.870. Prevailing wage rates for public works contracts in Oregon are required for this project. No bid will be received or considered by the Owner unless the bid contains: 1) a statement that bidder will comply with the provisions of ORS 279C.840 and 2) a statement as to whether the bidder is a resident bidder as defined in ORS 279A.120. The Owner reserves the right to reject any or all bids, to waive all informalities, and to accept such bids that in the opinion of the Owner are in the best interest of the Owner.
