INVITATION TO BID: SIMPSON SITE CLEANUP & LANDSCAPING BEND, OR Bids due: October 19, 2017 @ 2:00 pm 1.1 PROJECT INFORMATION ON SIMPSON SITE CLEANUP & LANDSCAPING A. Notice to Bidders: Bidders are invited to submit bids for Project as described in this Document according to the Instructions to Bidders. 1. Regulatory Requirements: a. Each Bid must contain a certification declaring the bidder’s residency status, as defined in ORS 279A.120. In determining the lowest responsive Bid, the District shall, in accordance with OAR 137-046-0310, add a percentage increase to the Bid of a nonresident bidder equal to the percentage, if any, of the preference given to the bidder in the state in which the bidder resides. b. The successful bidder must comply with the Oregon Public Contracting Code (ORS 279A, 279B, and 279C) and the District’s public contracting rules, as all are amended from time to time, in the performance of the work. c. The project is a public works project subject to the state prevailing wage rates under ORS 279C.800 to 279C.870. No bid will be received or considered unless the bid contains a statement that the bidder will comply with ORS 279C.838, 279C.840. The wage rates will be found at for July 1, 2017. d. No bid shall be received or considered unless the bidder is licensed by the Oregon Construction Contractors Board, or by the Oregon Landscape Contractors Board, as applicable, as required by ORS 671.530. e. The District may reject any bid not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause all bids upon a finding of the District that it is in the public interest to do so. f. This work does not require the work of a licensed asbestos abatement contractor. B. Project Identification: Simpson Site Cleanup & Landscaping. 1. Project Location: 1000 SW Bradbury Way. C. Project Description: Project consists of refurbishing of the existing parking lot and drive area, installation of turf grass and irrigation including all work in the plans and specifications attached. E. Construction Contract: Bids will be received for the following Work: 1. General Contract (all trades). 1.2 BID SUBMITTAL AND OPENING A. Owner will receive sealed bids until the bid time and date at the location indicated below. Owner will consider bids prepared in compliance with the Instructions to Bidders issued by Owner, and delivered as follows: 1 Bid Date: October 19, 2017. 2. Bid Time: 2:00 p.m., local time, at which time and place bidding will be closed. 3. Location: Bend Park and Recreation District Administration Office, Room A, 799 SW Columbia St, Bend OR 97702. B. Bids will be thereafter publicly opened and read aloud. No bids will be received after closing. C. Each bidder is required to submit a First-Tier Subcontractors Disclosure Form, as required by ORS 279C.370, in a separate envelope within two (2) hours of the bid closing time. The District will reject a bid if the bidder fails to submit the required disclosure form by this deadline. D. The bid proposal (Bid) shall be submitted in a sealed envelope and marked: Simpson Parking Lot Restoration Project. 1.3 BID SECURITY A. Bid security shall be submitted with each bid in the amount of (5%) five percent of the bid amount. 1.4 PREBID INQURIES A. Procurement Substitution requests must be received at least seven (7) day prior to the Bid Date and Time. 1.5 PREBID CONFERENCE A. A mandatory pre-bid meeting will be held for prime bidders on September 28, 2017, 10:00am at the Bend Park and Recreation District Office, 799 SW Columbia St, Bend OR 97702, conference room A. 1.6 DOCUMENTS A. Online Procurement and Contracting Documents: 1. Bidders are responsible for checking this web site for the issuance of any addenda prior to submitting a bid. Bidders shall begin the Work on receipt of the Notice to Proceed and shall complete the Work within the Contract Time. Work is subject to liquidated damages. 1.8 BIDDER’S QUALIFICATIONS A. Prequalification prior to submission of a Bid is not required. B. The successful bidder shall file with the District, at the time of execution of the Contract, a Performance Bond and a Payment Bond, each of not less than the Contract price. A Certificate of Insurance will also be provided at this time with amounts called for in the bid documents and naming the District as an additional insured with respects to the project.
