NOTICE OF PUBLIC HEARING City of Happy Valley Planning Commission and City Council Notice is hereby given that the City of Happy Valley Planning Commission and City Council will hold public hearings on the following dates in regard to a proposed Comprehensive Plan Amendment (Transportation System Plan Update): Date & Time: Planning Commission – Tuesday, November 14, 2017 at 7:00 p.m. City Council – Tuesday, December 5, 2017 at 7:00 p.m. Hearing Location: City Hall, 16000 SE Misty Drive, Happy Valley, OR 97086. File & Subject: File No. CPA-08-17 Transportation System Plan (TSP) Update. Proposal: Comprehensive Plan Amendment updating the City of Happy Valley TSP to reflect approved road way alignment changes, roadway cross-section changes and amendments associated with the implementation of local Transportation System Development Charge (TSDC) adoption. Location: City Wide. Applicant: City of Happy Valley Applicable Criteria: Applicable Statewide Planning Goals; applicable Oregon Administrative Rules, and applicable City of Happy Valley Comprehensive Plan Policies. The decision will be made in accordance with said criteria, and may be appealed to the Land Use Board of Appeals. Failure to raise an issue in writing prior to or before the close of the written comment period or failure to provide sufficient specificity at the public hearing to afford the decision-making body an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based upon that issue.
