NOTICE OF PUBLIC HEARINGS City of North Plains NOTICE IS HEREBY GIVEN, that on Wednesday, November 8, 2017, the City of North Plains Planning Commission will hold open Public Hearings to invite comments on the following: 1. 17-067 Comprehensive Plan Amendments. Proposed amendments to the City’s Comprehensive Plan. The proposed amendments are intended to implement the North Plains 2035 Vision. The vision was crafted by a committee of citizens, elected officials, appointed officials and City staff and was adopted by the City Council in 2015. The proposed amendments to the Comprehensive Plan include the following chapters: 1 (Citizen Involvement), 2 (Land Use), 5 (Natural Resources), 6 (Air, Water and Land Quality), 7 (Natural Hazards), 8 (Recreation), 9 (Economy), 10 (Housing), 11 (Public Facilities), 13 (Energy), 14 (Urbanization), Plan Implementation and Planning Inventory. The update to the Comprehensive Plan also includes a Housing Needs Analysis and an Economic Opportunities Analysis. 2. 17-066 Institutional and Public Use Zone. Proposed amendments to Chapter 16 (Zoning and Development) of the Municipal Code. The changes will specifically affect the Public Facilities Overlay (proposed to be amended to the Institutional and Public Use Zone) (16.060), Sign Code (16.080), Public Facility Service Requirements (16.145), Off Street Parking and Loading (16.155) and Design Review (16.175). The proposed changes are intended to implement a new Institutional and Public Use zone and update corresponding sections of the code accordingly. If approved by the Planning Commission the recommendation will be referred to the City Council for a Monday, December 4, 2017 public hearing, or another date certain as stated at the Planning Commission hearing. The public hearings will be held at 7:00 p.m. at the North Plains Senior Center, 31450 NW Commercial Street, North Plains, Oregon. Questions and written comments regarding the proposed changes are welcomed and can be directed to City Manager Don Otterman at or by calling (503) 647-5555. All interested persons will be given the opportunity to be heard. Copies of the applications are available for public review at City Hall, 31360 NW Commercial Street, North Plains, Oregon and the City’s website Copies of the Planning Commission staff report will be available after November 1, 2017. Written comments will be received until 5:00 p.m. November 7, 2017 at City Hall, and through to the City Council public hearing. All evidence relied upon by the City to make this decision is in the public record and available for public review at North Plains City Hall, North Plains, Oregon during regular business hours. Failure to address an issue with enough detail during the comment period or at the public meeting may preclude an appeal to the Land Use Board of Appeals or Appeals or Circuit Court on that issue. Only comments on the applicable criteria are considered relevant evidence. The hearing will be opened for presentation by the city/applicant and then opened to the public. The hearing can be closed or continued at the discretion of the Planning Commission. If the hearing is closed, the Planning Commission has the right to extend the time for additional information to be submitted by the public or the applicant. After the comment period closes, the City shall issue a decision. The decision shall be mailed or e-mailed to anyone who submitted written comments or who is otherwise legally entitled to notice.
