DOUGLAS COUNTY, OREGON DOUGLAS COUNTY BUILDING FACILITIES DEPARTMENT WATER LINE REPLACEMENT BID # 130 Bids due: November 14, 2017 @ 4:00 pm NOTICE TO CONTRACTORS Douglas County Building Facilities Department is receiving bids for Water Line Replacement, located at Douglas County Justice Building, 1036 SE Douglas Ave, Roseburg, Oregon per specifications contained in the bid documents. A pre-bid conference for contractors will be held at 9:30 AM on November 7, 2017, at the Building Facilities Office. 1036 SE Douglas Ave Rm 311, Roseburg, Oregon. The pre-bid conference is not mandatory. If a bidder wishes to examine the work site or has any pre-bid questions and concerns, they are encouraged to contact Janet Coleman, the Contract Administrator. Sealed bids for the Project described herein will be received by the Douglas County Board of Commissioners, 1036 SE Douglas Avenue, Courthouse Room 217, Roseburg, Oregon 97470, until 4:00 PM, Tuesday, November 14, 2017. Bids will be publicly opened and read during regularly scheduled BOC meeting, Wednesday, November 15, 2017. Bids shall be accompanied by a certified check, cashier’s check, irrevocable letter of credit or Bid Bond in an amount equal to ten percent (10%) of the total amount of the bid. All bidders must submit a list of their first-tier subcontractors no later than two hours after the time bids are due. Bids received after the due date and time will not be considered. Proposals may not be withdrawn after the time set for opening. This project consists of, but is not limited to, the following: The domestic galvanized water lines in the Douglas County Justice Building will be removed, replacing lines with PEX brand tubing, from source to fixture, with correct support, braces, and correct connectors. Connect to existing copper if available. Ball valves installed to isolate each floor, restroom, and cafeteria lines, from the main system. Ball valves will be located in the lobby area of each floor. Drywall cuts & repairs, painting after drywall repairs, any flooring cuts needs, repaired or replaced. Bidders must view and obtain solicitation documents from the Douglas County Bid Documents Website: Bidders will be required to submit a prequalification application or furnish proof of prequalification with the Oregon Department of Transportation to the County with the bid packet. The Board of Commissioners will not consider a bid unless the bidder is registered with the Construction Contractor’s Board. Bidders shall comply with the provisions of ORS 279C.800 to 279C.870 (Prevailing Wage Rates). Each bid must contain a statement as to whether the bidder is a resident bidder, as defined in ORS 279A.120. The project does not require a contractor or subcontractor to be licensed under ORS 468A.720 for asbestos abatement. The Board of Commissioners reserves the right to reject any or all responsive bids, to waive technicalities and to award the contract to the lowest responsible bidder. The Board of Commissioners may reject any bid not in compliance with all prescribed public contracting procedures and requirements and may reject for good cause all bids upon a finding that it is in the public interest to do so.
