Notice of Wastewater Discharge Permit Re-Issuance

NOTICE OF WASTEWATER DISCHARGE PERMIT RE-ISSUANCE In accordance with the provisions of Section 12.07.170 of the Troutdale Municipal Code, the City of Troutdale gives notice that a Wastewater Discharge Permit has been re-issued to Tube Specialties Company, Inc. (User) authorizing discharge of industrial wastewater from its facility at 1459 NW Sundial Rd to the City’s Publicly Owned Treatment Works (POTW). This permit became effective on June 21, 2017 and shall expire at midnight on June 20, 2022. To review this Wastewater Discharge Permit please contact Ryan Largura, Environmental Specialist, at 503-674-3311, ryan.largura@troutdaleoregon.gov or at the Public Works Building (342 SW 4th Street, Troutdale, OR 97060). Any person, including the User, may petition the Public Works Director to reconsider the modifications of the wastewater discharge permit within fourteen (14) days of this notice, or December 12, 2017. Failure to submit a timely petition for review shall be deemed to be a waiver of the administrative appeal. In its petition, the appealing party must indicate the wastewater discharge permit provisions objected to, the reasons for this objection, and the alternative condition, if any it seeks to place in the wastewater discharge permit. The effectiveness of the wastewater discharge permit shall not be stayed pending the appeal. If the Public Works Director fails to act within fifteen (15) days, a request for reconsideration shall be deemed to be denied. Decisions not to reconsider a wastewater discharge permit, not to issue a wastewater discharge permit, or not to modify a wastewater discharge permit shall be considered final administrative actions for purposes of judicial review. Aggrieved parties seeking judicial review of the final administrative wastewater discharge permit decision must do so by filing a complaint with the Multnomah County Circuit Court within thirty (30) days. Failure to file the complaint within thirty (30) days will bar any alternative or subsequent appeals.
