Type IV legislative hearing to amend Volume 2 Policies Document, and Volume 3 Development Code

NOTICE OF A PUBLIC HEARING Before the Gresham City Council Gresham Council Chambers — 1333 NW Eastman Parkway — Gresham OR 97030 Tuesday, December 19, 2017, 3:00 PM Applicant: City of Gresham File: CPA 17-401 Nature of the Application: Type IV legislative hearing to amend Volume 2, Policies Document, and Volume 3, Development Code, that would permit developments in the General Industrial and Heavy Industrial land use districts to proceed when they temporarily cause traffic to reach an unacceptable level of service (LOS) if there is a plan in place demonstrating how improvements to the affected street(s) will be made. Applicable Gresham Community Development Plan Policies: Section 10.014 – Land Use Planning; 10.100 – Citizen Involvement; 10.313 – Industrial Land Use; 10.330 – Public Facilities and Services. Gresham Development Code Procedures: Type IV Legislative Hearings – Sections 11.0201, 11.0203, 11.0204, 11.0600, 11.1000. Testimony and evidence at the hearing must be directed toward the above criteria or other criteria a person believes apply to the decision. Failure to specify the criterion to which the testimony and evidence is directed may preclude appeal based on that criterion. Persons who would like to comment on this application may present verbal or written testimony at the hearing, or a letter may be submitted to the City Council prior to the hearing. If an issue is not raised at the hearing or in writing prior to or at the hearing, then an appeal of this application to the Land Use Board of Appeals on that issue is precluded. A copy of the application, documents and evidence relied upon by the City, and applicable approval criteria are available for review at the Urban Design & Planning Office at Gresham City Hall, 1333 NW Eastman Parkway, Gresham OR 97030. A copy of a report prepared by City staff on this application will be available seven days prior to the hearing. Copies of this information may be reviewed at no cost, and copies can be purchased at a reasonable cost. This information is also posted on the City’s website. At the hearing the City will present their report followed by public testimony, limited to three minutes per person, in favor and against the proposal.
