NOTICE OF PUBLIC HEARING CITY COUNCIL Tuesday, January 16, 2018 7:00 P.M. The City Council for the City of Sandy will hold a public hearing on Tuesday, January 16, 2018 at 7:00 p.m. in the City Council Chambers, City Hall, 39250 Pioneer Blvd., Sandy, OR to review the following item: FILE NO.: 17-050 ANN Schilling & Sobella Annexation APPLICANT: Jim Schilling PROPERTY OWNERS: Jim Schilling; Steven Sobella EXPLANATION OF THE PROPOSAL & DECISION PROCESS: The applicants, Jim Schilling and Steven Sobella, request a Type A Annexation for three parcels and associated right-of-way (Crescent Road, Jarl Road, Orient Drive, and Highway 26) totaling approximately 45.29 acres into the City of Sandy. The applicant proposes a comprehensive plan designation of Commercial for tax lots 4500 and 5100 and Industrial for tax lot 5000, and a zoning designation of General Commercial (C-2) for tax lots 4500 and 5100 and General Industrial (I-3) for tax lot 5000, in conformance with the adopted Comprehensive Plan and conceptual zoning designation depicted on the Zoning Map. Per the provisions of ORS 222.111 to 222.180 as modified by Senate Bill 1573, the Sandy City Council may approve an annexation without sending it to the voters if it is determined to be compliant with applicable City criteria. PROPERTY LOCATION: Tax lot 4500 – north of Highway 26, south of Orient Drive, east of Crescent Road; Tax lots 5000 and 5100 – south of Highway 26, west of Champion Way APPLICABLE CRITERIA: Sandy Municipal Code: Chapter 17.12 Procedures for Decision Making; 17.18 Processing Applications; 17.22 Notices; 17.26 Zoning District Amendments; 17.44 General Commercial (C-2); 17.52 General Industrial (I-3); 17.78 Annexations GENERAL INFORMATION: Any person who would like to comment on this amendment may present oral testimony at the hearing or submit a letter prior to the hearing to the Planning & Building Director for distribution to the City Council. All concerns and issues need to be raised at the hearing with sufficient detail to allow the Council to respond. A public hearing will be held, with opportunity for public testimony by persons in favor and opposed to the amendment. A copy of the reports prepared by City staff on this proposal and the study will be available 7 days prior to the hearing for review at City Hall.
