Exemption from Competitive Bidding for A Public Improvement Contract

PUBLIC NOTICE CITY OF TROUTDALE, OREGON NOTICE OF PUBLIC HEARING REGARDING AN EXEMPTION FROM COMPETITIVE BIDDING FOR A PUBLIC IMPROVEMENT CONTRACT 7:00 P.M. – – May 8, 2018 The Troutdale City Council, acting as the Local Contract Review Board, will hold a public hearing on May 8, 2018 and consider a Resolution pursuant to Troutdale Municipal Code 2.24.190 creating an exemption from competitive bidding requirements for a public improvement contract to install the remaining segment of the Rogers Circle to Spectro Water Main Loop, CIP WA-040. The subject water main loop is specified as a needed public improvement in the City of Troutdale Capital Improvement Plan. A private developer is constructing other adjacent segments of this water main as a condition of development. The City’s Local Contract Review Board is considering this exemption from competition to allow the City to partner with said developer to have the developer’s contractor construct the last needed segment of this water main loop on behalf of the City in conjunction with, and adjacent to, the developer’s similar planned work. The proposed resolution and staff report will be posted on the City’s website at http://www.ci.troutdale.or.us/mayor-council/agendas.html prior to the meeting. Interested parties may attend the hearing and offer testimony in support or in opposition to this exemption. The hearing will be held, and the resolution will be considered, as an item on the City Council agenda at its regular City Council meeting on May 8th, 2018, 7:00 pm, in the Kellogg Community Room of the Troutdale Police Community Center located at 234 SW Kendall Court, Troutdale, OR.
