NOTICE OF PUBLIC HEARING BEFORE THE CITY COUNCIL (Legislative – LOC Hearing Date, Time, and Location: Tuesday, June 5, 2018; 6:30 p.m. City Council Chambers 380 A Avenue Lake Oswego, OR 97034 File Numbers: LU 18-0007 (Ordinance 2783) Applicant: City of Lake Oswego Nature of Application and Proposed Legislative Amendments: A request from the City of Lake Oswego for annual text amendment to the Community Development Code (CDC) to correct cross-references, clarify standards, and address landscape waivers, permitted uses in Parks Plans, mid-week Farmer’s Markets, courtyard size in Downtown Redevelopment Design District, and the definition of Detached. Amends: LOC;;;;;;, 8, 9 and 13;, 6 and 7;;;; and 3; and 3; and The Code Amendments include maintenance amendments, such as clarifications and corrections, as well as policy amendments. The amendments include the following: — Through Lots: Clarifies the setback determination. — Tree Terminology and Mitigation in Lake Grove Village Center Overlay: Corrects tree terminology, size of regulated trees, and clarifies that mitigation is not required for invasive trees within the Overlay. — Code Standard Lock-in: For subdivision approvals, code standards are locked in for three years. — Farmers’ Market: Permits a mid-week farmers’ market with the same restrictions that apply to Saturday Market. — Courtyards: Establishes minimum dimensions for required courtyards in the Downtown Redevelopment Design (DRD) District. On May 14, 2018, the Planning Commission made a final recommendation that the City Council approve the proposed amendments.
