Estacada Planning Commission meeting June 28th

PUBLIC NOTICE ESTACADA PLANNING COMMISSION Notice is hereby given that the Estacada Planning Commission will hold a public hearing on Thursday, June 28, 2018, beginning at 7:00 pm in the Estacada City Council Chambers, Estacada, Oregon, to consider the following applications: Annexation application #2018-02-ANNEX. The applicant, Miller Properties, LLC, is requesting annexation of property described as 34E, 17, tax lot 2300 into the City limits of Estacada. The application includes a corresponding zone change from RRFF-5 (county designation) to M-1 (light industrial), consistent with the Estacada Comprehensive Plan. The property borders 1150 NW Commerce Court. The application is subject to the criteria in Section 16.36, and 16.124 of the Estacada City Code and applicable policies in the Estacada Comprehensive Plan. The Planning Commission will forward a recommendation to the Estacada City Council, who will hold a public hearing on Monday, July 9, 2018. Temporary Use application #2018-01-TU. The applicant, David Deckert, is requesting a temporary use permit to allow D&D’s Produce, LLC to operate a produce and ice cream stand this summer in the parking lot at 560 SE Short Street. The property is zoned D (Downtown) and is subject to sections 16.26 & 16.80 of the Estacada Municipal Code. The property is described as 34E, 28BB, tax lot 4400 – 560 SE Short Street. Ordinance #2018-02. An ordinance amending Chapters 16.08, 16.28, and 16.36 of Title 16 – Development of the Estacada Municipal Code, in order to: adopt State of Oregon definitions for assisted living facility and residential care facility; clarify the definitions of existing terms for multi-family dwellings; allow multifamily dwellings of three or more units and addiction treatment and rehabilitation facilities as conditional uses in the C-1: General Commercial Zone; and permit construction, maintenance, welding, landscaping, and building systems contractors, as well as industrial trade schools and administrative and corporate offices, outright in the M-1: Light Industrial Zone. Anyone wishing to present written testimony on this proposed action may do so in writing prior to or at the Public Hearing. Testimony and evidence must be directed toward the applicable approval criteria or other criteria, which a person believes to apply to the decision. Failure to raise an issue in a hearing, in person or by letter, or failure to provide sufficient specificity to afford the decision maker an opportunity to respond to the issue precludes appeal of the Commission’s decision based upon that issue. A copy of the application and applicable criteria is available for inspection at no cost in the City Recorder’s Office at City Hall. Copies of the document will be provided at reasonable cost. A copy of the City’s staff report will be available for inspection at no cost at least seven days prior to the Public Hearing.
