DOUGLAS COUNTY PUBLIC WORKS, SOLID WASTE DIVISION TRANSFER STATION OPERATION DOUGLAS COUNTY, OREGON Proposals due: July 27, 2018 @ 4:00 pm REQUEST FOR PROPOSAL RFP #139 Douglas County, Oregon (County) is issuing this Request for Proposal (RFP) to operate the transfer stations located throughout the county. It will be the responsibility of the successful bidder(s) to provide trucking service from the TS to a County-approved Alternate Disposal Facility (ADF). A walk-through and question and answer session on Monday June 25th and Tuesday June 26th where any potential bidder may come to see and ask questions, the time and details of the walkthrough are listed in exhibit I, page 20 of this RFP. On these dates, County staff will provide a tour of each facility, show equipment available for lease, and then hold a question and answer session. Sealed proposals for the Transfer Station operation described herein will be received by Douglas County Solid Waste Department 1036 SE Douglas Ave RM 220 Roseburg OR, 97470, on or before July 27, 2018 at 4:00 PM. RFP’s will be publicly opened and read during a regularly scheduled BOC meeting, 9:00 AM, 8/01/18, ROOM 216 of the Douglas County Courthouse. RFP’s received after the due date and time will not be considered. Proposals may not be withdrawn after the time set for opening. Douglas County, Oregon (County) currently operates eleven transfer stations located throughout the County. County is responsible for the operation of the transfer stations, and is looking for one or more qualified transfer station operators, one of whom will operate each transfer station. Alternatively, if a local hauler can provide substantially similar services by collecting waste from the waste generators, they may submit a proposal to provide alternate services. It is the County’s intention to match the initial term of operation of the TS to the depreciation term of investment, as determined by County in its sole discretion. The selected TS operator can expect the initial term to be between five (5) years if new rolling stock is invested and up to twenty (20) years if land, building, improvements or other capital investment with a value in excess of one million dollars ($1,000,000) is made. At the point when one (1) year remains on the initial term, the County will have the option at its sole discretion to extend the term an additional three (3) years, and may do so with each subsequent extension. The County will also consider proposals that offer substantially similar services in lei of operating a transfer station. The Board of Commissioners reserves the right to reject any or all responsive proposals, to waive technicalities and to award the contract to the lowest responsible offeror.
