PUBLIC NOTICE MEASURE ELECTION AND NOTICE OF RECEIPT OF BALLOT TITLE Notice is hereby given that on Tuesday, November 6, 2018 an election will be held in Crook County, Oregon. This election will be vote by mail. The County’s designated polling site, located in the Crook County Courthouse, Prineville, Oregon, will be open from 7:00 a.m. to 8:00 p.m. on November 6, 2018. Notice is hereby given that a ballot title for a measure referred by the Crook County Court has been filed with the County Clerk of Crook County on June 28, 2018. The ballot title meets the single subject requirement. The following Ballot Title shall be submitted to the qualified electors thereof: REFERRED TO THE PEOPLE BY THE CROOK COUNTY COURT 7-65 CONTINUE BOWMAN MUSEUM FOUR-YEAR OPERATING LOCAL OPTION LEVY QUESTION: Shall the current levy supporting Bowman Museum continue for four years beginning 2019 at $0.06 per $1,000 taxable assessed valuation? This measure renews current local option taxes. SUMMARY: The Bowman Museum is operated by the Crook County Historical Society in an historic building donated for the purpose of a museum. The museum operates on taxes and funding provided by donations, memberships, grants, and retail proceeds. The amount of the current levy is six cents per thousand of taxable assessed valuation. The levy rate has never been increased since first proposed. If the levy is not renewed, it will not be collected after 2018-2019. Levy proceeds fund on-going expenses including building maintenance and upkeep, staffing, and collection development. The current levy costs the owner of a $200,000 home about $12 per year. Voting yes continues the existing levy. A yes vote does not increase taxes over prior-year levels. Voting no will force the museum to reduce hours, reduce staff, or otherwise reduce its efforts to educate the public about the history of Crook County. The levy will generate approximately $139,147.00 in 2019-2020, $147,496.00 in 2020-2021, $156,345.00 in 2021-2022, and $165,726.00 in 2022-2023. The estimated tax revenue for this measure is an ESTIMATE ONLY based on the best information available from the county assessor at the time of estimate and may reflect the impact of early payment discounts, compression and the collection rate. An elector may file a petition for review of this ballot title in Crook County Circuit Court no later than 5:00 p.m. on July 10, 2018.
