Regulated Affordable Housing Parking and Procedural Amendments

CITY OF HILLSBORO NOTICE OF PUBLIC HEARING CASE FILE NO.: CDCA-003-17 REGULATED AFFORDABLE HOUSING PARKING AND PROCEDURAL AMENDMENTS NOTICE IS HEREBY GIVEN that a public hearing will be held before the Hillsboro Planning Commission at or shortly after 6:00 p.m., on Wednesday, July 25, 2018, in the Shirley Huffman Auditorium of the Hillsboro Civic Center, 150 E Main Street, Hillsboro. At the hearing, the Planning Commission will consider proposed text amendments to Hillsboro Community Development Code (CDC), Ordinance No. 6094, as amended. The proposed text amendments to the CDC would reduce the minimum parking requirements for regulated affordable housing developments. The proposed amendments would affect CDC Sections 12.01.500 Definitions; 12.50.320 Number of Parking Spaces Required, by amending Table 12.50.320-1 Required Vehicle Parking Spaces for Residential Uses, which provides the specific parking ratios for each use; and Section 12.70.110 Application Submittal and Completeness Review, establishing an expedited review procedure for certain regulated affordable housing applications. The amendment would also create a new CDC section, CDC Section 12.50.345 Exceptions to Required Parking Standards for Regulated Affordable Housing, establishing objective standards that would allow further reductions based on proximity to transit. The procedures by which text amendments are processed can be found in CDC Section 12.70.060, and the approval criteria can be found in Section 12.80.140. The staff report and the proposed amendment will be available on Wednesday, July 18, 2018 at 4:00 p.m. The staff report, supporting documents, and the applicable criteria are available for public inspection at no cost, or copies can be provided at reasonable cost, from 8:00 a.m. to 5:00 p.m. weekdays, excluding holidays, in the Planning Department at the Hillsboro Civic Center, 150 E Main Street, 4th floor, Hillsboro, Oregon. Oral testimony will be taken in the following order: applicant; other proponents; opponents; and applicant’s rebuttal. Oral testimony should avoid repetition of issues, and should be based on the application or on the approval criteria listed above. ORS 197.763 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant. Pursuant to ORS 197.763, failure to raise an issue at the final evidentiary hearing, or by close of the record, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.
