CLACKAMAS COUNTY NOTICE OF PUBLIC IMPROVEMENT CONTRACT OPPORTUNITY HOODLAND WATER RESOURCE RECOVERY FACILITY (WRRF) MODERNIZATION PROJECT (PROJECT P112208) Bids due: August 8, 2018 @ 2:00 pm INVITATION TO BID #2018-65 July 12, 2018 Water Environment Services (WES), through the Board of County Commissioners, is accepting sealed bids for construction of the Hoodland WRRF Modernization Project (Project P112208), until 2:00 p.m. local time, on the 8th day of August, 2018. Any Bids received after the specified time and date will not be considered. No electronic submissions will be accepted. First-Tier Subcontractor Disclosure Forms must be delivered to the same location at or before 4:00 p.m. local time on the same day in a separate envelope from the bid. Bids will then be publicly opened and read aloud at 2:05 p.m. local time on Wednesday, August 8, 2018 at the Owner’s office. DELIVER BIDS TO: Clackamas County Procurement Division attention: George Marlton, Procurement Director, Clackamas County Public Services Building, 2051 Kaen Road, Suite 497, Oregon City, Oregon 97045 (Owner’s Office). The Work under this Contract will consist of, but is not limited to furnishing all labor, materials and equipment necessary to replace the existing MCC and emergency generator at the WRRF and improvements to the Arrah Wanna Pump Station. Pump Station improvements include, but are not limited to, modifications to the existing wet well, removal of existing pumps and installation of two 45-horsepower submersible pumps, one 15-horsepower submersible pump, and associated piping; installation of a flow meter and pigging insertion port; construction of a building addition to house the wet well exhaust fan; replacement of the roof system, and constructing site improvements. The Work includes furnishing and installing related equipment, conduits, electrical, instrumentation and control, Site work, building heating systems and other appurtenances necessary to complete the Work and to provide a complete and functional system constructed in accordance with the Bidding Documents. The Work will be completed in all respects within 290 calendar days from the date when the Contract Time commences to run. The Site of the Work is the Hoodland Water Resource Recovery Facility (WRRF), located at 24596 E. Bright Avenue, Welches, Oregon 97067 (Site). The conference will be held at 24596 E. Bright Avenue, Welches, OR 97067 (Site). Attendance will be documented through a sign-in sheet prepared by the County Representative. Prospective bidders who arrive more than ten (10) minute after the started time of the meeting shall not be permitted to sign in and will not be permitted to submit a bid. Detailed technical questions may be submitted in writing but they will be answered, if warranted, by addenda later. Oral statements may not be relied upon and will not be binding or legally effective. Prevailing Wage Prevailing Wage Rates requirements apply to this Project because the maximum compensation for all Owner-contracted Work is more than $50,000. Contractor and all subcontractors shall comply with the provisions of ORS 279C.800 through 279C.870, relative to Prevailing Wage Rates. The Bureau of Labor and Industries (BOLI) wage rates and requirements set forth in the following BOLI booklet (and any listed amendments to that booklet), which are incorporated herein by reference, apply to the Work authorized under this Agreement: PREVAILING WAGE RATES for Public Works Contracts in Oregon, July 1, 2018, which can be downloaded at the following web address: http://www.oregon.gov/boli/WHD/PWR/Pages/pwr_state.aspx The Work will take place in Clackamas County, Oregon.
