CITY OF HILLSBORO NOTICE OF RESCHEDULED PUBLIC HEARING CASE FILE NO.: CU-010-17 COSTCO WHOLESALE RETAIL FUELING FACILITY EXPANSION NOTICE IS HEREBY GIVEN that a public hearing will be held before the Hillsboro Planning and Zoning Hearings Board (PZHB), at or shortly after 6:30 p.m., on Wednesday, August 1, 2018, in Conference Room C113B of the Civic Center, 150 E Main Street, Hillsboro. A public hearing was scheduled to be held before the PZHB on Wednesday, July 18, 2018, however; due to unforeseen circumstances, the July 18, 2018 PZHB meeting has been cancelled. Due to the cancellation, this public hearing has been rescheduled to August 1, 2018. At this hearing, the PZHB will consider a request for conditional use approval to allow for expansion of an existing wholesale retail fueling facility located on a site approximately 21.89 acres in size. The proposed expansion would include installation of four (4) new multi-product dispensers, eight (8) fueling positions, relocation of the controller enclosure, and a canopy expansion of approximately 3,336 square feet. The project includes modifying five (5) existing landscape planters, adding approximately 528 square feet of additional landscaping, removing 17 parking stalls, and replacing three (3) trees. The property owner is Costco Wholesale, Inc., and the applicant is Joel Howitt, Barghausen Consulting Engineers, Inc. The subject property is specifically identified as Tax Lot 200 on Washington County Assessor’s Tax Map 1N2-28DC and is generally located north of of NE Cornell Road, south of NE Airport Road, east of NE Brookwood Parkway and west of NE 48th Avenue The applicable approval criteria for a Conditional Use application may be found in Community Development Code (CDC), Section 12.80.020. The CDC may be viewed online at www.hillsboro-oregon.gov/CommunityDevelopmentCode or in the Planning Department office. The staff report on this matter was made available on July 11, 2018. A supplemental staff report will be available on July 25, 2018. The staff report, the application materials, and the applicable criteria are available for public inspection at no cost, or copies can be provided at reasonable cost, from 8:00 a.m. to 5:00 p.m. weekdays, excluding holidays, in the Planning Department at the Civic Center, 150 E Main Street, 4th floor, Hillsboro, Oregon. All interested persons are invited to attend this meeting and will be given an opportunity to be heard concerning the proposal. Oral testimony will be taken in the following order: applicant; other proponents; opponents; and applicant’s rebuttal. Oral testimony should avoid repetition of issues, and should be based on the application or on the approval criteria listed above. ORS 197.763 provides that under certain circumstances, the record may remain open or a continuance may be granted upon the request of a participant. If you are unable to attend the hearing, you may submit a written statement to the Planning Director at the address listed above, on or before the hearing date. Telephone conversations cannot be accepted as testimony. Please reference the Case File No. on all written testimony. Pursuant to ORS 197.763, failure to raise an issue at the final evidentiary hearing, or by close of the record, in person or by letter, or failure to provide statements or evidence sufficient to afford the decision maker an opportunity to respond to the issue precludes appeal to the Land Use Board of Appeals based on that issue.
